Attending the ceremony were Ms. Nguyen Thi Thu Huyen, National Coordinator of the Global Environment Facility (GEF) Small Grants Program; Mr. Do Chi Si, Head of the Provincial Department of Fisheries and Animal Husbandry; Mr. Nguyen Thanh Huy, Chairman of the Provincial Fisheries Association, along with representatives of the district leaders, leaders of the two communes and people participating in the project.

Representatives of the Provincial Department of Fisheries and Animal Husbandry, the Provincial Fisheries Association, the Provincial Border Guard Command, Khanh Hoi Fisheries Control Station and leaders of the two communes of Khanh Binh Tay and Khanh Binh Tay Bac signed a commitment to implement the project.

The project will be implemented from November 2024 to September 2026 with a total budget of over VND 3.2 billion. Of which, GEF SGP sponsored over VND 1.14 billion; the Department of Fisheries and Animal Husbandry of Ca Mau province contributed over VND 1.63 billion; the rest is from the Ca Mau Fisheries Association.

The project aims to increase community participation in the protection and sustainable use of aquatic resources, thereby contributing to the implementation of marine economic development policies associated with natural resource conservation that the Government and Ca Mau province are pursuing.

Ms. Nguyen Thi Thu Huyen, National Coordinator of the Global Environment Facility Small Grants Program, highly appreciated the co-management models in protecting aquatic resources in Ca Mau province.

In recent years, Ca Mau has implemented co-management groups to protect the sea and release reefs with the participation of fishermen in Khanh Binh Tay and Khanh Binh Tay Bac. However, the current model still faces many limitations in terms of organization, finance and operational efficiency. This project is expected to improve the existing model, developing it in a more effective, transparent and sustainable direction.

According to Ms. Nguyen Thi Thu Huyen, models like the one in Ca Mau not only bring about local effectiveness but also act as a bright spot for replication in other localities in the GEF SGP project network in Vietnam.

Mr. Quach Van Chu, Deputy Head of Khanh Hoi Fisheries Control Station, shared solutions to protect aquatic resources in recent times.

People shared their consensus when the Project "Building a co-management model in protecting aquatic resources in Khanh Binh Tay and Khanh Binh Tay Bac communes" was implemented.

Speaking at the ceremony, Mr. Vo Van Tho, Vice Chairman of Khanh Binh Tay Commune People's Committee, said: "This is a project of practical significance, in line with the sustainable development orientation of the locality, especially in the context of serious decline in coastal aquatic resources."

The two commune authorities committed to closely coordinate with the Project Management Board, specialized agencies, sponsors and social organizations throughout the implementation process. In particular, they will support the establishment and recognition of co-management groups, while strengthening propaganda, monitoring and strictly handling illegal fishing activities.

Many fishermen attending the ceremony also expressed their agreement, expecting the project to help protect marine resources, a valuable asset closely linked to their livelihoods. Opinions emphasized the need to strictly handle destructive fishing practices and promote autonomy in resource management.

The Small Grants Program (SGP) is funded by the Global Environment Facility (GEF) and has been implemented by UNDP since 1992 in 125 countries. In Vietnam, the program has supported more than 190 projects in 43 provinces and cities since 1999, including many highly effective models of resource co-management at the grassroots level.

With the support of GEF SGP and the initiative from the locality, the co-management project to protect aquatic resources in Tran Van Thoi is expected to become a model for replication, contributing significantly to environmental protection, stabilizing livelihoods and sustainable development for coastal communities in Ca Mau province.
