According to the resolution targets of the 17th Provincial Party Congress for the 2020-2025 term, the province strives to have 100% of communes with asphalted or concreted car roads to the commune center by the end of 2025; the rate of villages with hardened car roads to the village center will reach 80%. At the same time, the province focuses on prioritizing investment resources for key transport infrastructure projects with high connectivity such as the Huu Nghi - Chi Lang border gate expressway, projects to upgrade national highways and provincial roads. Up to now, the targets for investment in transport infrastructure construction according to the targets set out in the resolution of the 17th Provincial Party Congress have all met and exceeded the plan.
Boost from national key projects
The highlight of the development of transport infrastructure in Lang Son in the period of 2020-2025 is that the province has put into operation phase 1 of the Bac Giang - Chi Lang expressway with a length of more than 64 km, of which the section passing through Lang Son province is more than 44 km long. Also during this period, the province has started construction and rapidly cleared the land for key national expressway projects including: Huu Nghi - Chi Lang border gate expressway with a length of 60 km; Dong Dang (Lang Son) - Tra Linh (Cao Bang) expressway, the section passing through Lang Son is 52 km long. Currently, these projects are being focused on by project enterprises and contractors with the goal of completing the route in 2025. When the projects are completed in 2026, the whole province will have about 150 km of expressway connecting with the North - South expressway system in the East.
The expressway projects being invested in are also the backbone traffic infrastructure to connect border gates, industrial zones and clusters within the province with bustling industrial and service development centers such as Bac Ninh , Quang Ninh and Thai Nguyen provinces.
Mr. Nguyen Van Khang, Chairman of the Board of Directors of Khang Viet Ha Company, the investor of the project of a general commercial business area, warehouse, yard, freight transfer and logistic services at Huu Nghi international border gate, said: The Huu Nghi - Chi Lang border gate expressway project is being urgently constructed to connect with the Bac Giang - Chi Lang expressway and connect with the Dong Dang (Lang Son) - Tra Linh ( Cao Bang ) expressway. This is the effort of Lang Son province to improve key traffic infrastructure and is also an important factor for investors like us to choose Lang Son to invest in the project.
Investing in the expressway system also helps the province create new development space. To catch up with the wave of attracting investment into the province, the province has completed many planning projects such as: approving the general planning of the Huu Lung Industrial - Urban - Service Park until 2045, with a scale of 4,900 hectares; zoning planning of the Na Chuong - Binh Cam area in the provincial urban area, with a scale of more than 800 hectares; zoning planning of the eastern urban area in the provincial urban area, with a scale of 723 hectares; implementing the planning of Yen Trach and Tan Thanh dry ports to serve the activities of attracting investment in the cross-border logistics sector...
Ms. Nguyen Thi Thuy, Director of Global Bamboo Logistics Co., Ltd., Bac Ninh branch, said: The expressway system in Lang Son province is being invested synchronously, helping to reduce the cost of transporting goods from the border gate to industrial development centers in Bac Ninh, Phu Tho, Hung Yen and Hanoi. This is a very important factor that helps businesses specializing in providing logistics services like the company choose and stick with Lang Son for a long time in providing import-export goods delivery services across the border with partners.
Inter-regional connection
Along with focusing on accelerating the progress of expressway projects, in the 2020-2025 period, the province also implemented many projects to renovate and upgrade national highways, provincial roads, district roads and rural roads, to connect inter-regional and intra-regional routes.
According to statistics from the Department of Construction, in the period of 2020-2025, the whole province has newly built and upgraded nearly 300 km of national highways, provincial roads and district roads with a total cost of more than 6,000 billion VND. Also in this period, the rural traffic system continues to be consolidated with nearly 1,800 km of newly built communal and inter-village roads. Thanks to that, by the end of September 2025, 100% of communes have asphalted or concreted car roads to the center, an increase of 12.7% compared to 2020; the rate of villages with hardened car roads to the village center reached 91%, an increase of 26% compared to the beginning of the term.
Mr. Duong Cong Vi, Director of the Department of Construction, said: During the past term, the Department has focused on advising the Provincial Party Committee, People's Council and Provincial People's Committee on the development of transport infrastructure. Infrastructure has been invested in more and more synchronously, especially regional transport, connecting with border gates, creating a new development axis, opening up many opportunities for people in remote areas to improve their lives. At the same time, during the implementation of the projects, the people have strongly supported them and Lang Son province has also made efforts to carry out resettlement work, stabilize livelihoods and ensure social security for affected people.
The results achieved in implementing the key task of developing the province's transport infrastructure in the 2020-2025 period have met the expectations of people and businesses.
Ms. Phan Thu Huong, a trader at Dong Kinh market, Dong Kinh ward, shared: “Previously, it took me more than 3 hours to get to Hanoi, now it only takes more than 2 hours on the highway, the car runs smoothly, there is no more traffic jam. Whenever there are customers picking up goods in the communes, transportation is now very convenient thanks to the upgraded roads and the readily available means of transport. Trading is also much more convenient thanks to that.”
Regarding the plan to develop the province's transport infrastructure in the context of the initial period of operating the two-tier local government model in the period of 2025-2030 and the following years, Comrade Ho Tien Thieu, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, said: In the long-term development orientation, Lang Son always identifies transport infrastructure as a key breakthrough, creating a foundation to maximize the advantages of the border gate, promote trade, logistics and strengthen regional connectivity. Accordingly, the province will focus on directing the completion of the Huu Nghi - Chi Lang border gate expressway in 2026; propose the Government to consider investing in the Tien Yen - Dong Dang expressway, the Lang Son - Thai Nguyen expressway in the period of 2026 - 2030, as well as the Hanoi - Dong Dang high-speed railway. At the same time, the province continues to invest in renovating and upgrading National Highway 31, National Highway 1B and provincial roads, border gate belt roads, to meet the increasing demand for freight transport and import and export in Lang Son.
Regarding railways, Lang Son cooperated with ministries and branches to study upgrading the Hanoi - Dong Dang route to 1,435mm gauge standard to enhance the capacity of international freight transport and promote research on the Hanoi - Dong Dang high-speed railway project. This is an important step towards forming a multimodal transport system, reducing the load on roads, in line with the province's sustainable and modern development orientation on the integration journey.
The development of transport infrastructure in Lang Son in recent times is not a story of one day or one afternoon. It is a process of persistent and dedicated efforts of the Party Committee, the government, the leaders of Lang Son province and investment with strategic vision. And more importantly, it is also the dream of the people and the business community of Lang Son with the desire for Lang Son to develop richly and beautifully.
