From the beginning of the year, the political system of the whole province has synchronously implemented the Government's directives in Resolution No. 01/NQ-CP, dated January 8, 2025 on the main tasks and solutions to implement the socio-economic development plan and the state budget estimate for 2025. The Provincial People's Committee issued Directive No. 02/CT-UBND, dated January 17, 2025 with 7 key task groups, 127 specific tasks, main solutions for each sector and field and assigned details to departments, branches, sectors, People's Committees of districts and cities for implementation.
Then, thoroughly grasping Conclusion No. 123-KL/TW of the Party Central Committee on the Supplementary Project on socio-economic development in 2025 with a growth target of 8% or more and Resolution No. 25/NQ-CP, dated February 5, 2025 of the Government on the growth target of industries, fields and localities to ensure the national growth target in 2025 of 8% or more, Hoa Binh province has built an action program with high political determination. In the economic growth scenario, the target of striving to achieve 10.02% has been determined. Specifically: agriculture, forestry and fishery increased by 4%; industry - construction increased by 13.67% (industry alone increased by 13.58%); services increased by 9%; product taxes minus product subsidies increased by 9%.
For the agriculture, forestry and fishery sector, to realize the growth target of about 4% in 2025, the Department of Agriculture and Environment has determined that it is necessary to drastically and synchronously deploy groups of solutions. In particular, the particularly important task is to effectively implement the work of preventing, combating and responding to all types of natural disasters. Because, according to the assessment of the provincial hydrometeorological agency, in 2025, natural disasters will continue to be unusual and irregular. Therefore, it is necessary to proactively respond to both limit damage caused by natural disasters and preserve the achievements of socio-economic development. In Directive No. 05/CT-UBND dated March 17, 2025, the Chairman of the Provincial People's Committee also emphasized this task and urged departments, branches and localities to strengthen implementation, ensuring the growth target of the sector as well as the whole province.
In the economic growth scenario for 2025, the industry and construction sector, as the pillar of the economy, is targeted to grow by about 13.67%. This is a challenging task that should be implemented with high determination and great efforts right from the beginning of the year. The results in the first quarter of 2025 show optimistic signs: The industrial production index increased by about 4% over the same period last year. Of which, the processing and manufacturing industry increased by 9.8%; the mining industry is estimated to increase by 35.5%; the water supply, waste and wastewater management and treatment industry is estimated to increase by 5.6%; the electricity production and distribution industry increased by 12.7%... In the field of investment and development, the first 3 months of the year recorded the proactive and determined participation of the whole province to focus resources on completing strategic, synchronous, modern infrastructure, clearing and effectively using public investment resources right from the beginning of the year. In particular, the top priority is on key projects and national target programs. It is estimated that by the end of the first quarter, the disbursement of public investment capital will reach 20% of the assigned capital plan. This is identified as an important resource that needs to be strongly exploited and used effectively, contributing effectively to promoting economic growth throughout the year.
The results of implementing socio-economic development tasks in the first quarter of 2025 in the whole province showed that it closely followed the growth scenario. According to the assessment of the Provincial People's Committee, the economic growth rate in the first quarter is estimated at 9.66%. Of which, the agriculture, forestry and fishery sector increased by 3.48%; industry - construction increased by 15.55% (in particular, the electricity production and distribution industry increased by 30%); services increased by 7.55%; product taxes increased by 6%. With this result, the whole province is having favorable momentum to continue to strongly, drastically and promptly implement groups of solutions, aiming for the target of economic growth for the whole year reaching over 10%. This is a target that demonstrates high political determination, actively contributing with the whole country to realize the growth target of 8% or more in 2025.
