On the afternoon of May 24, in an exchange with VietNamNet reporters, Hai Duong Provincial Police informed that the Hai Duong City Police Investigation Agency had initiated a case and prosecuted the defendant Vu Minh Duc for investigation of the crime of "Violating regulations on road traffic participation" according to the provisions of Clause 2, Article 260 of the Penal Code. The police agency also temporarily detained the driver Vu Minh Duc for 4 months.
The above decisions were approved by the People's Procuracy at the same level this morning.
Hai Duong City Police continue to collect and consolidate evidence, clarify all criminal acts and related contents to handle and prosecute the accused according to the provisions of law.
According to the investigation agency, at around 9:00 a.m. on May 19, Mr. Nguyen Van Thanh, born in 1992, residing in Zone 4, Thanh Binh Ward, Hai Duong City, drove a VinFast car with license plate 34A - 628.41 carrying Mr. Hoang Van Duy (born in 1993, residing in Zone 3, Thanh Binh Ward, Hai Duong City) to the house of driver Vu Minh Duc, (born in 1997, residing at 20A Thanh Nien, Quang Trung Ward, Hai Duong City), located at 567 Le Thanh Nghi, Le Thanh Nghi Ward, Hai Duong City, inviting him to have breakfast and drink alcohol.
At around 12 o'clock the same day, the three people invited each other to go to the tea room at 118 Luong Dinh Cua, Hai Tan ward, Hai Duong city to sing.
The three went to the bar and drank beer, and left at around 4:30 p.m. the same day. Driver Duc was the one driving the car.
When turning right onto Pham Ngu Lao Street, near the gate of Hai Duong Porcelain Factory, Duc lost control of the steering wheel and crossed to the left side of the road, colliding with Nguyen Duc Minh Quan (born in 2013, residing at 42 Dang Van Ngu, Tan Binh Ward, Hai Duong City) who was riding a bicycle.
Immediately after that, this driver collided with motorbike with license plate 34B2-562.60 driven by Mr. Do Hai Nam (born in 1972, residing at Nguyen Thi Due, Thanh Binh ward, Hai Duong city) and then collided with motorbike with license plate 34K1-039.37 driven by Ms. Le Thi Chinh (born in 1979, residing at Vu Huu street, Thanh Binh ward, Hai Duong city) and electric motorbike with license plate 34MD-516.60 driven by Ms. Dinh Khanh Ngoc (born in 2006, residing at Dong Nien street, Viet Hoa ward, Hai Duong city) going in the opposite direction to Duc.
After the collision, Duc drove about 300 meters before stopping.
Duc got out of the car, was held by people and taken to the police station for questioning.
The accident injured four people and damaged five vehicles.
