Late on June 30, according to the Hanoi City Police Electronic Information Portal, the Internal Political Security Department - Hanoi City Police issued a decision to prosecute the case of unintentionally disclosing state secrets (according to Article 338 of the Penal Code) to investigate and clarify the case of leaking high school graduation exam questions that occurred in Hanoi on June 26.
Previously, the press and social networks reported suspicions related to the leaking of math exam questions. Accordingly, a photo of a part of the exam was posted on an artificial intelligence (AI) math solving application before the end of the exam time (from 2:30 p.m. to 4 p.m. on June 26).
This information made candidates and parents express concerns and worries about the security of exam questions and the seriousness and seriousness of the exam.
Immediately afterwards, the Department of Internal Political Security - Ministry of Public Security directed Hanoi Police to urgently verify and clarify the incident.
The Internal Political Security Department coordinated with professional units of the Ministry of Public Security and the Investigation Security Department, the Cyber Security and High-Tech Crime Prevention Department - Hanoi City Police to quickly take action.
Through investigation, the authorities initially determined that candidate NVK had secretly brought a mobile phone into the exam room, took a photo of part of the math exam, and uploaded it to the StudyX application to solve the exam, but was only able to copy the answers to two exam questions. In addition, NVK also took photos and uploaded the chemistry and physics exam questions during the exam on June 27.
Expanding the investigation, the police also discovered another case of using a phone to cheat on exams. Similar to NVK, candidate LTMA secretly brought a phone into the exam room to take pictures of math, history, and English exam questions, then used the AI Gemini application on the phone to solve the exam questions. The exam board discovered the violation, made a record of the violation of exam regulations, and suspended the exam.
The case is currently being urgently investigated by the Hanoi City Police to strictly handle it according to the law.
According to security agencies, in addition to the reason that candidates intentionally violated the exam regulations, although the Hanoi City Examination Steering Committee has organized many training conferences for exam supervisors and inspectors in preventing and detecting cheating during the exam, some exam supervisors have not properly performed their duties and responsibilities during the exam, leading to candidates still violating the regulations.
In the coming time, Hanoi City Police will continue to advise the education sector to organize propaganda and training activities to raise awareness and responsibility for exam invigilators, promote the use of technical solutions and information technology applications in exams to prevent similar incidents from happening.

Using a phone to take photos of exam questions and posting them on AI applications, the Internet, or sending them to outside parties to solve while the exam questions are still confidential is a violation of the law on protecting state secrets.
Candidates who violate the rules will be suspended from the exam, have their exam results canceled, and will be subject to administrative and even criminal penalties, depending on the nature, severity, and consequences of the violation.
