The Ministry of Construction has sent a document to agencies, units under the Ministry and local Departments of Construction on the implementation of the 2-year review of the implementation of Prime Minister's Directive No. 10 on strengthening the work of ensuring road traffic order and safety in the new situation.

No restricted areas in handling traffic violations

The Ministry of Construction requests agencies and units within the scope of their assigned functions and tasks to urgently implement 7 key tasks. In particular, continue to focus on seriously and effectively implementing the policies and directions of the Party and State in ensuring traffic order and safety (TTATGT).

In the context of localities merging administrative units, changing boundaries, government models and management areas, it is necessary to enhance responsibility, not to let there be gaps in direction or confusion in performing tasks. Consider and handle the responsibility of the head if the traffic safety situation becomes complicated in the area due to lack of leadership, direction, inspection, supervision or lax management.

At the same time, tighten discipline, improve the effectiveness and efficiency of state management of traffic safety. Strengthen inspection, examination, and strictly handle violations of the law, wrongdoings, and negative acts of state management agencies on traffic, law enforcement forces, local authorities, and forces related to investment, construction, and management of traffic safety corridors.

The handling of violations must absolutely respect the law, "no forbidden zones, no exceptions". It is strictly forbidden for cadres and party members to interfere in the handling process, or take advantage of the reorganization situation to evade responsibility.

On the other hand, continue to coordinate with press agencies and functional forces to innovate the content and form of propaganda, dissemination and education of traffic laws in an easy-to-understand, easy-to-access direction, suitable for each region, locality and target group.

Continue to improve policies after reorganizing the 2-level government model

Continue to review, revise, supplement, and perfect institutions, mechanisms, and legal policies on traffic safety in the assigned areas, ensuring consistency, unity, and timely response to practical requirements, especially in the context of reorganizing the local government model and strong decentralization to the grassroots level.

At the same time, develop a roadmap for synchronous implementation of traffic infrastructure planning in conjunction with the socio-economic development planning of the sector and locality. In particular, pay attention to adjusting traffic planning to suit the new administrative space after the arrangement of provincial and communal units. Speed up the progress of infrastructure projects, prioritize handling black spots and potential accident spots, ensure scientific, reasonable and safe traffic organization, especially on traffic routes connecting new administrative areas.

Promote the application of information technology and digital transformation in the management, supervision, and operation of transportation, vehicles, drivers, and traffic infrastructure. Enhance the capacity for connection, integration, and data sharing between the transportation and construction sectors and the police, health, finance, and banking sectors.

Finally, synchronously deploy solutions to prevent and overcome traffic congestion in large cities, especially in the central areas of the provinces after the merger. Organize traffic flow and routes scientifically and reasonably; strengthen coordination in controlling urban order, managing roads and sidewalks, and developing parking lots according to the concentrated model of modern cities.

Regarding specific tasks, the Ministry of Construction requested the Department of Planning and Finance to study and propose mobilizing resources to invest in the construction and development of road traffic infrastructure according to the plan; ensuring synchronous connection with other types of transport. Review, update and complete the overall planning of road traffic infrastructure nationwide, ensuring effective and comprehensive inter-regional connectivity.

The Department of Planning and Architecture shall preside over and coordinate with the Department of Urban Development to review legal regulations, technical standards and norms related to urban and rural planning to ensure that the traffic planning content in urban and rural planning is complete, consistent, suitable to the new situation and the requirements of ensuring traffic safety.

The Vietnam Road Administration guides the Department of Construction and relevant local agencies and units to organize scientific traffic; at the same time, coordinate with localities to adjust and supplement signs, guide signs, and update road routes in accordance with new place names after administrative boundary merger.

Promote the application of information technology and digital transformation in management, exploitation, operation, use and supervision of activities such as traffic organization, transportation, vehicles, drivers and maintenance management of road infrastructure.

Continue to review, resolve and handle the shortcomings of the system of signs, traffic lights, stops, parking lots and vehicle parking. At the same time, deploy, inspect and urge the handling of black spots of traffic accidents, potential traffic accident spots, shortcomings in traffic organization and traffic congestion locations in localities.

The Department of Construction of provinces and cities is responsible for reviewing, updating and advising the People's Committees of provinces and cities to complete the planning of local road traffic infrastructure, ensuring a reasonable traffic network and smooth connection, especially between the old and new administrative areas for provinces and cities implementing administrative boundary mergers.

Advise the People's Committees of provinces and cities to seriously implement urban planning associated with traffic planning, especially in provinces and cities with newly merged administrative boundaries.

In particular, it is necessary to soon relocate government agency headquarters, universities, hospitals, industrial production areas... from the urban center in accordance with approved planning (note that the re-exploitation of land funds after relocation should prioritize serving public welfare works such as parks, parking lots, service roads...).

Prioritize land funds with commercial potential, industrial park development, tourist areas... to create capital sources for investment in local transport infrastructure, especially focusing resources on implementing projects to develop public passenger transport by bus, elevated railway, subway, and rapid bus, along with improving the quality of public passenger transport services to attract people to use them.

Proactively review and detect traffic accident black spots, violations of traffic safety corridors, and unreasonable traffic organization, especially in border areas between old and new administrative units, to promptly propose handling and adjustment to suit the new spatial status after the arrangement, ensuring safe and smooth traffic throughout the area.

Research options to adjust working, studying and business hours in large cities to reduce rush hour traffic, propose that the People's Committees of provinces and cities consider and decide according to their authority.

The Department of Transport and Traffic Safety reviews and proposes adjustments to the transport management mechanism in line with the new decentralized model, ensuring national consistency. Closely coordinate with specialized management departments, Departments of Construction of provinces and centrally run cities and relevant agencies and units to monitor and urge the implementation of assigned tasks; promptly report to the Minister and Deputy Ministers for direction and removal of difficulties and obstacles (if any).
