At the meeting, regarding the relocation of households in Bien Hoa 1 Industrial Park, Bien Hoa City People's Committee said that up to now, 170 households out of a total of 225 households have been relocated. Bien Hoa City is continuing to carry out propaganda and mobilization work for the remaining households.
Regarding the relocation of businesses and production facilities in Bien Hoa 1 Industrial Park, the Provincial Land Fund Development Center said that the consulting unit has established 29 asset valuation certificates (the valuation value only estimates the remaining value of the asset, which is depreciated according to the current usage status).
At the same time, the Provincial Land Fund Development Center has also drafted the first compensation and support plan for 17 companies that have been administratively sanctioned by the Provincial People's Committee (including 7 companies in priority areas) and has sent the companies comments on the draft compensation and support plan. On that basis, the unit will complete the dossier and carry out the procedures for public listing, submit for appraisal and approval of the compensation and support plan according to regulations.

Speaking at the meeting, Chairman of the Provincial People's Council Thai Bao assessed that, in the past time, the progress of relocation and site clearance at Bien Hoa 1 Industrial Park has basically followed the schedule. Of which, for the priority area of 180 hectares (the area for construction of the Provincial Political - Administrative Center and the auctioned land area), there are currently only about 5.2 hectares of land that have not completed the procedures.
Emphasizing that the deadline for completing site clearance at Bien Hoa 1 Industrial Park by August 1, 2025 remains unchanged, Chairman of the Provincial People's Council Thai Bao requested that units focus on implementing related tasks. It is necessary to speed up the progress of establishing and approving compensation and support plans for enterprises to complete before June 30. Regarding the form of investment in building the Provincial Political - Administrative Center, the Provincial People's Committee is requested to consider the most optimal and effective form of investment.
Concluding the meeting, Chairman of the Provincial People's Committee Vo Tan Duc said that, in accordance with the direction of the Provincial Party Committee Standing Committee, the relocation of households and individuals from Bien Hoa 1 Industrial Park must be completed before June 30, and the relocation of enterprises must be completed before August 1. These are unchanged implementation timelines. Therefore, relevant units must focus and urgently implement to strive to start the construction of the Provincial Political - Administrative Center before September 2. At the same time, complete the land auction for 2 areas with a total area of more than 220 hectares in the third quarter of 2025.
Regarding planning work, Chairman of the Provincial People's Committee Vo Tan Duc requested the Bien Hoa City People's Committee to urgently submit the dossier for local adjustment of the A2 subdivision planning before June 30. The Department of Construction is responsible for appraising and submitting for approval the local adjustment of the A2 subdivision planning in July 2025.
At the same time, the Department of Construction focuses on completing the detailed planning task of 1/500 for the construction area of the Provincial Political - Administrative Center and auctioned land areas. Develop detailed plans and critical paths for the Investment Project to build the Provincial Political - Administrative Center to ensure progress.
The Provincial People's Committee Office shall promptly submit to the Provincial People's Committee a plan to organize a competition for architectural plans for the Provincial Political - Administrative Center before July 5 for the Department of Construction to implement.
Regarding the selection of investment form for the construction of the Provincial Political - Administrative Center, when consulting the Provincial People's Committee on investment plans, the Department of Finance must specifically propose which plan is the optimal plan and the selected plan.
