The Ministry of Construction proposed that the Prime Minister assign Dong Nai to prepare documents to adjust the project and not invest in the Binh Son Resettlement Area.

(DN)- In report No. 5849/BXD-KTQLXD (dated June 26, 2025) sent to Prime Minister Pham Minh Chinh and Deputy Prime Minister Tran Hong Ha, the Ministry of Construction proposed that the Prime Minister assign the People's Committee of Dong Nai province to prepare documents and carry out procedures to submit adjustments to the Land Acquisition, Compensation, Support and Resettlement Project of Long Thanh International Airport to handle the land area of ​​subdivision III, Binh Son Resettlement Area.

Dong Nai clarifies 4 related issues.

In the report, the Ministry of Construction stated that, based on the Ministry's proposal, on June 22nd, the People's Committee of Dong Nai province issued a document explaining four issues related to the handling of land in subdivision III of the Binh Son resettlement area.

Specifically, regarding the objective of using the resettlement area for socio-economic development according to the local plan, the People's Committee of Dong Nai province stated that, after being approved by the competent authority for handover to the locality for management, Dong Nai province will direct specialized agencies to carry out procedures for exploiting the land through auction or bidding to select investors to implement a smart city and green city project, aiming to connect synchronously with the development situation of the region and Long Thanh Airport.

At the same time, revenue from the land auction also generates income for the provincial budget, reinvesting in key projects in the province such as the Ho Chi Minh City Ring Road 4 and connecting roads to Long Thanh Airport including provincial roads 769, 773, 770, 769E, etc.

Regarding the compensation, support, and resettlement mechanisms and policies implemented for affected households, the Provincial People's Committee stated that for households affected by the Long Thanh Airport Project, those initially planned for resettlement in the Binh Son Resettlement Area have expressed a desire to be relocated to the Loc An - Binh Son Resettlement Area. To date, the resettlement process has been completed.

Regarding the land in subdivision III of the Binh Son Resettlement Area, according to reports from the Department of Agriculture and Environment and the Provincial Investment and Construction Project Management Board, the area planned for subdivision III covers more than 81 hectares. Of this, nearly 79 hectares are rubber plantations leased by Dong Nai Rubber Corporation, and over 3 hectares are managed by local residents. Currently, only the rubber plantation land has been reclaimed, with compensation valued at 46 billion VND. The land belonging to individual households has not yet been reclaimed or compensated, therefore, the compensation, support, and resettlement mechanisms and policies for affected households have not been implemented.

Regarding the plan and methods for using provincial budget funds to repay the central government budget, the Provincial People's Committee stated that the central government budget has allocated 46 billion VND for compensation and land clearance in Zone III. After reviewing the provincial budget funds up to June 19, 2025, the funds are basically sufficient to repay the central government budget.

Regarding revenue from land use right auctions, resettlement land allocation, and land leasing for the project, according to the Provincial People's Committee, currently, all revenue from land use right auctions, resettlement land allocation, and land leasing for the Long Thanh Airport land acquisition, compensation, support, and resettlement project is being accounted for 100% in the central budget as per regulations.

In the event that Zone III is adjusted by the competent authority to be separated from the project, the revenue generated from this area will not be subject to payment to the central budget, but will be managed and used by Dong Nai province in accordance with regulations.

On April 25, 2025, the People's Committee of Dong Nai province sent a document to the Prime Minister requesting that the Prime Minister report to the Standing Committee of the National Assembly for consideration and approval of the policy to reduce investment in an area of ​​over 81 hectares (according to Decision No. 1487/QD-TTg and Decision No. 401/QD-TTg) and remove it from the Long Thanh Airport Land Acquisition, Compensation, Support, and Resettlement Project. The document also requested approval for the People's Committee of Dong Nai province to retain the over 81 hectares of land in Subdivision III that has already been compensated for, for socio-economic development according to the local planning.

We propose that the local authorities prepare the documents for adjusting the project.

According to the Ministry of Construction, regarding the proposal from Dong Nai province concerning the land in subdivision III of the Binh Son resettlement area, the Ministry of Construction has also sent a document to the Ministry of Finance and the Ministry of Agriculture and Environment for their opinions.

In this regard, the Ministry of Finance stated that, if the People's Committee of Dong Nai province continues to request a reduction in the investment area for the construction of sub-project III, it must report to the National Assembly for consideration and approval before approving the project adjustment, as stipulated in Article 2 of Resolution 94/2015/QH14 (dated June 25, 2017) and Article 2 of Resolution 38/2017/QH14 (dated June 19, 2017) of the National Assembly.

Meanwhile, the Ministry of Agriculture and Environment stated that adjusting the Long Thanh Airport Land Acquisition, Compensation, Support, and Resettlement Project (including reducing the area of ​​subdivision III) to effectively utilize land for socio-economic development purposes is necessary, and that the project adjustment should be carried out in accordance with the law on public investment, the law on budget, and other relevant laws.

Based on the proposal of the People's Committee of Dong Nai province, the opinions of the Ministry of Finance and the Ministry of Agriculture and Environment; and in accordance with the provisions of the Law on Public Investment No. 58/2024/QH15, the Ministry of Construction recommends that the Prime Minister assign the People's Committee of Dong Nai province to prepare the dossier and carry out the procedures as stipulated in Government Decree No. 29/2021/ND-CP (dated March 26, 2021) on the procedures for appraising nationally important projects and monitoring and evaluating investments. The People's Committee of Dong Nai province is responsible for the accuracy of the contents submitted to the Prime Minister for consideration and decision on project adjustments.
