The project to renovate and upgrade National Highway 14E (section km15+270 - km89+700) through Thang Binh, Hiep Duc and Phuoc Son districts of Quang Nam province was started on March 7, 2023. The Ministry of Transport assigned the Vietnam Road Administration as the investor; Project Management Board 4 is the unit assigned to manage the project. The project is invested by the State budget in the medium-term public investment plan for the period 2021 - 2025 with a total investment of VND 1,848,239 billion; implementation progress is in the period 2021 - 2025.
The project is divided into 3 packages; the joint venture of Tan Hoang Long Investment Construction and Trade Joint Stock Company - Thuan An Construction and Trade Development Joint Stock Company (later changed to Thuan An Group Joint Stock Company) - Tay An Investment and Construction Joint Stock Company won the package XD02 to construct the section from km40+00 to km71+500. The winning bid price for package XD02 was over 507 billion VND.
After Mr. Nguyen Duy Hung - Chairman of the Board of Directors of Thuan An Group Joint Stock Company was arrested, public opinion is very interested in whether this contractor will continue to ensure financial resources and human resources to carry out the construction of the enterprise's work in the XD02 package.
According to Mr. Nguyen Xuan Anh, whoever is at fault will be held responsible before the law. The Vietnam Road Administration has directed Project Management Board 4 to inspect, review comprehensively and have a specific report on the progress of this contractor in the consortium of the XD2 package; the current arrangement of financial resources and human resources at the construction site... so that the investor can have further instructions.
The leader of the Vietnam Road Administration emphasized that the principle of the contractor participating in the bidding package is to ensure the correct progress, quality, and requirements of the investor. If the Thuan An contractor does not perform according to the contract, the investor will replace or transfer the volume to another unit to ensure the progress, quality, and aesthetics of this key project.
It is known that on April 15, the Investigation Police Agency of the Ministry of Public Security issued a decision to prosecute and temporarily detain Mr. Nguyen Duy Hung - Chairman of the Board of Directors of Thuan An Group Joint Stock Company, to investigate the crimes of "Violating bidding regulations causing serious consequences" and "Giving bribes". At the same time, prosecuted and temporarily detained 5 related people for the crimes of "Giving bribes", "Violating bidding regulations causing serious consequences" and "Receiving bribes".
