Completing the inventory is the first step to clear the land before August 25, 2025 to implement urgent projects.
Completed inventory of 154 hectares
Bien Hoa 1 Industrial Park currently covers an area of 320 hectares. According to the above project, the entire area will be reclaimed for urban development, trade, services and environmental improvement. Of which, the priority area for reclaimation where the provincial political -administrative center and the land use rights auction area will be about 154 hectares; the remaining area, about 166 hectares, will be reserved for the urban-trade-service area.
Mr. Mai Phong Phu, Director of the Provincial Land Fund Development Center, said that to carry out the site clearance work, the center has established 8 specialized teams to conduct land and property inventory of enterprises. At the same time, the center coordinates with consulting units to evaluate compensation and support assets, collect relevant legal documents to serve the preparation and submission of compensation and support plans according to regulations.
The specialized teams compile legal documents of each company, coordinate with the consulting unit to prepare valuation certificates and work with the appraisal team to review and propose appropriate compensation and support plans.
Bien Hoa 1 Industrial Park has an area of 320 hectares, of which more than 300 hectares must be recovered from businesses and households. Currently, the Provincial Land Fund Development Center has completed the inventory of assets in two priority areas of 154 hectares.
According to Mr. Phu, the plan to count the assets of all enterprises will be completed before June 7, 2025. The priority area including the province's political and administrative center (96 hectares) and the land use rights auction area (58 hectares) with 28 operating enterprises has completed the counting since May 20.
Regarding the preparation and approval of compensation plans, the Provincial Land Fund Development Center has coordinated with the People's Committee of An Binh Ward to determine the origin of the land and assets attached to the recovered land. Currently, the center is coordinating with a consulting unit to conduct asset valuation of enterprises in parallel with the inventory process, and at the same time submit for approval the valuation certificates.
On that basis, the center will draft a compensation and support plan, coordinate with the People's Committee of An Binh Ward to notify each company and publicly post it according to regulations. After the posting period, the plan will be completed, submitted for appraisal and approval. When the plan is approved, compensation and support payments will be organized and issued to businesses and a decision on land recovery will be issued.
“We have calculated to complete all steps according to the process before August 25, 2025, as required by the Provincial People's Committee,” Mr. Phu shared.
For the area of approximately 166 hectares planned for the urban - commercial - service area, the center is preparing a compensation and support plan, submitting it for appraisal, approval and payment. It is expected that the issuance of the land acquisition decision will be completed before December 31, 2025.
Strive to complete on time

Implementing the direction of Provincial Party Secretary Vu Hong Van in Notice No. 380/TB-VPTU dated May 2, 2025, the Provincial People's Committee has established a Special Working Group to support site clearance for Bien Hoa 1 Industrial Park. The Working Group is tasked with helping the Provincial People's Committee basically complete the work of compensation, support and relocation of enterprises out of Bien Hoa 1 Industrial Park according to two time frames: before August 25 for priority areas and before December 31, 2025 for the remaining areas.
Vice Chairman of the Provincial People's Committee Ho Van Ha affirmed: "Land clearance for Bien Hoa 1 Industrial Park is an urgent and important task. The province will not change the completion time." According to the provincial leader, the establishment of a special working group is to provide legal support and implementation methods for the Provincial Land Fund Development Center. At the same time, the province requested the Department of Finance to allocate funds to compensate and support businesses.
Mr. Mai Phong Phu added that the center is still urgently counting, collecting legal documents and coordinating with the consulting unit to prepare the asset valuation certificate. To ensure progress, the center recommends that a special task force immediately establish an appraisal team to check the legality of assets and unify compensation and support policies for each enterprise, to be carried out in parallel with the counting work.
For the asset categories that need to be priced for compensation or hired a valuation consultancy, each enterprise has two main asset groups. Of which, the asset group includes: factories, production machinery systems, offices, canteens, garages, guard houses... which are not currently included in the compensation and support price list. The Center recommends that the special task force soon reach an agreement with relevant units on hiring a valuation consultancy for these assets.
Regarding the infrastructure of the Industrial Park managed by the Industrial Park Development Corporation (Sonadezi), such as internal roads, traffic corridors, drainage systems, electricity, lighting, etc., the center recommends that the special working group report and propose that the Provincial People's Committee assign the Department of Agriculture and Environment to update the drawings to determine the area and location of traffic routes of Bien Hoa 1 Industrial Park. This is the basis for the Land Fund Development Center to establish procedures to submit to the competent authority to issue a notice of land recovery and carry out compensation procedures according to regulations.
In addition, the Department of Industry and Trade and the Department of Finance are requested to preside over and coordinate with Sonadezi and related units to review and determine infrastructure investment costs to submit to the Provincial People's Committee for direction on compensation and support calculation plans in accordance with regulations.
