On the morning of December 25, in Hanoi, a conference on the handover of defense land and assets attached to the land took place between the Vietnam Military History Museum and the Thang Long - Hanoi Heritage Conservation Center at 28A, Dien Bien Phu (Dien Bien Ward, Ba Dinh District, Hanoi).

Colonel Dinh Nhu Hue, Deputy Chief of the Office of the General Department of Politics (authorized by the General Department of Politics) said that the handover of defense land and assets attached to the land between the Vietnam Military History Museum was agreed upon by the Central Military Commission Standing Committee and the Hanoi Party Committee in Notice No. 893 dated August 30, 2019 and the Conclusion of the Conference on the coordination of leadership and direction of military and defense work associated with socio-economic development in Hanoi.
The Hanoi People's Committee issued Decision No. 5162/QD-UBND dated October 5, 2009 on the recovery of 89,357m2 of national defense land, assigned to the Co Loa Heritage Conservation Center - Hanoi Citadel (now the Thang Long - Hanoi Heritage Conservation Center) for management, including the land of the Vietnam Military History Museum.

However, at the time the Hanoi People's Committee issued the decision to withdraw the land, the Vietnam Military History Museum had not yet invested in building a new headquarters. Up to now, the Vietnam Military History Museum has been invested in by the Ministry of National Defense to complete phase 1 and put into operation. Currently, the Vietnam Military History Museum has moved to the new headquarters to work.
Implementing the direction of the General Department of Politics, on December 25, the Office of the General Department of Politics presided over and coordinated with relevant agencies to carry out the handover. The handover was carried out under the witness of the city's departments, agencies, and branches, military agencies, and 2 units. The two units have handed over the boundaries, area of defense land, and assets attached to the land. Specifically, in the list of assets handed over and received, there is a house and land facility at 28A Dien Bien Phu (land with an area of 13,800m2, flagpole, houses, green tree system, etc.).

According to the Handover Minutes, the Vietnam Military History Museum is responsible for resolving issues related to the management and use of houses and land during the period under the management of the unit from the handover date onwards and assisting the transferee with related procedures.
The Thang Long - Hanoi Heritage Conservation Center receives and manages the use (area, house, land) handed over by the Vietnam Military History Museum/General Department of Politics (Ministry of National Defense) according to State regulations; completes legal procedures on land management according to State regulations and other procedures from January 1, 2025.

At the handover conference, Director of the Vietnam Military History Museum Le Vu Huy shared: “The museum has been located at 28A Dien Bien Phu for 58 years to promote cultural heritage and military history. We believe that with its long tradition and dedication, the Thang Long - Hanoi Heritage Conservation Center will promote the relics well.”
Director of the Thang Long – Hanoi Heritage Conservation Center Nguyen Thanh Quang said that the Thang Long – Hanoi Heritage Conservation Center received the last remaining area of the Thang Long Imperial Citadel World Heritage Site from the Ministry of National Defense. The materialization of the entire relic site will help the Center better fulfill its commitment to the UNESCO World Heritage Committee when the Thang Long Imperial Citadel was listed as a world cultural heritage in 2010.

“In the immediate future, after receiving the handover, we will quickly open to visitors on January 1, 2025, including the Hanoi flagpole area - an important relic of the capital and the country. In the long term, we will have the opportunity to conduct tours covering the entire area of Thang Long Imperial Citadel from the Hanoi flagpole to Doan Mon, the dragon terrace area of Kinh Thien Palace and the architectural works and historical values of Thang Long Imperial Citadel,” said Mr. Nguyen Thanh Quang.
