State Auditor General Ngo Van Tuan: In order to effectively perform the assigned functions and tasks, the State Audit has determined the direction for 2024 as follows: "Effectively deploy the Plan to implement the State Audit Development Strategy to 2030 and Regulation No. 131-QD/TW dated October 27, 2023 of the Politburo on controlling power, preventing and combating corruption and negativity in inspection, supervision, enforcement of party discipline and in inspection and auditing activities; compete to achieve achievements to celebrate the 30th anniversary of the establishment of the State Audit; strengthen discipline in performing public duties; improve the quality of audit activities, especially the task of submitting opinions on state budget estimates and settlements, increase the effectiveness of audit conclusions and recommendations; continue to promote the role of the State Audit as an important and effective tool of the Party and State in improving the efficiency of management and use of public finance and public assets and preventing and combating corruption, waste and waste. extreme

At the same time, continue to complete the complete and synchronous legal basis for the organization and operation of the State Audit Office; consolidate and perfect the apparatus to ensure streamlining, professionalism, effectiveness and efficiency, strictly control the power in the activities of the Industry; improve the quality of training and development plans, ensure practicality and meet the needs. PV: With strong and drastic changes following the motto "compact but quality", the State Audit Office has achieved many achievements in 2023. Continuing to act according to this motto, what specific instructions does the State Auditor General have for the auditing activities of the whole industry in 2024?

State Auditor General Ngo Van Tuan: Following the direction of the Party and the State, in 2024, the State Audit will continue to act according to the motto "compact but quality". To ensure the "compact" factor, the 2024 Audit Plan has been issued with 121 tasks, 8 tasks less than in 2023, in which priority is given to focusing resources on auditing the final settlement reports of ministries, central agencies and localities with the goal of auditing from 80% to 90% of the final settlement reports, as well as ensuring the quality of thematic audits of the whole sector, in which thematic audits of operations, environment and information technology account for 27% of the total number of audit tasks.

To ensure the requirement of “quality”, the leaders of the State Audit Office directed the whole sector to focus on developing a scientific audit organization plan, integrating audit teams and contents reasonably and effectively at units and focal points to avoid duplication and overlap; at the same time, minimizing the impact and influence of audit activities on the regular activities of the audited units. The arrangement of personnel to participate in the audit team, participate in discussing the state budget estimates must ensure the goal of “quality, better quality and even better quality”. At the same time, strengthen training, fostering knowledge and professional skills; improve the quality of survey and planning of the audit to collect sufficient information, analyze, correctly assess risks, and determine the key audit issues; as well as closely follow the plan and supervision outline, prioritize the early deployment of audit teams related to the supervision topics of the National Assembly, the National Assembly Standing Committee, etc.

In particular, the State Audit will focus on enhancing the responsibility of the presiding unit and coordinating units in the process of conducting thematic audits, ensuring timely handling of problems and arising issues in order to achieve the goal of issuing high-quality audit reports, accurately reflecting the achievements as well as shortcomings, limitations, weaknesses and proposing amendments and supplements to inappropriate mechanisms and policies; making recommendations so that the National Assembly and the Government have more grounds to accurately decide on important issues of the country, thereby further enhancing the role and position of the State Audit.

At the same time, the State Audit Office continues to promote comprehensive audits to deeply and comprehensively assess the management and operation of each level and unit, as well as focus on assessing the State's mechanisms and policies, especially policies that have a profound impact on socio-economic life, to detect shortcomings and make recommendations to improve and overcome loopholes to avoid loss and waste from mechanisms and policies; improve the quality of opinions on state budget estimates and settlements so that the National Assembly can decide on estimates and approve annual state budget settlements and the People's Councils of provinces and cities can approve local budget settlements.

Based on practical requirements, the State Audit Office will continue to improve the quality of the Department and Sector level council appraisal of draft Audit Plans and Audit Reports; attach importance to the collection of audit information and evidence; closely follow legal regulations to make recommendations that are accurate, correct, rigorous and feasible. Furthermore, during the audit process, it is necessary to strengthen coordination and listen to the explanations of the units to consolidate sufficient evidence before making audit conclusions and recommendations.

PV: Not only focusing on improving audit quality and tightening discipline in auditing activities, Regulation No. 131-QD/TW of the Politburo has further motivated the State Audit to take drastic actions to control power, prevent and combat corruption and negativity in auditing activities. In 2024, what will the State Audit do to specify the requirements set out in Regulation No. 131/QD/TW, sir?

State Auditor General Ngo Van Tuan: First of all, within the sector, the State Audit will strengthen education on ethics, behavioral culture, responsibility and professional pride for the state auditors, strictly implement Regulation No. 131-QD/TW, ensure the building of a state auditor team that must have "firm grasp of the law, proficient in professional skills, and pure motives"; regularly pay attention to improving professional expertise, training the qualities of a state auditor "meticulous, honest, sharp, and hard-working". Promote the role and responsibility in controlling the quality of audits, inspections, and examinations of each management level to improve the quality of public service activities, control power, and fight against and prevent negative behaviors, corruption, and waste within the sector. Continue to focus on controlling the completeness and appropriateness of audit evidence, clearly pointing out inadequacies in audit results, conclusions and recommendations, ensuring that audit conclusions and recommendations are fully evidenced, clear and in accordance with legal regulations.

In particular, promoting its role as a sharp tool of the Party and State in the fight against corruption and negativity through auditing activities, the State Audit Office will continue to proactively and promptly provide information and outstanding audit findings to effectively serve the direction and administration of the Government, the supervision activities of the National Assembly, the National Assembly Standing Committee, the Central Inspection Committee, the Central Steering Committee, the Provincial Steering Committees on corruption prevention and control, and the People's Councils at all levels. The State Audit Office will promote the application of information technology and digital transformation, promote objectivity, transparency, and publicity of audit activities and audit results; strengthen monitoring and urging the implementation of audit conclusions and recommendations, resolutely recommend competent authorities to strictly handle cases of non-implementation; as well as promote the disclosure of audit results, and publicize the list of organizations and individuals who do not implement the conclusions and recommendations of the State Audit Office according to regulations. Based on the practical effectiveness achieved, the State Audit Office will continue to strengthen close coordination with agencies of the National Assembly, the Government, and People's Councils and People's Committees of localities to inspect, supervise, and urge units to seriously implement audit recommendations, promptly handle and remove obstacles in the implementation of audit recommendations.
