Comrade Thach Thi Thu Ha, Secretary of Cau Ngang District Party Committee, spoke about preparing personnel for the Party Congress at the commune level and arranging the organization at the commune level.
Receiving and working with the delegation were comrades: Thach Thi Thu Ha, Provincial Party Committee member, Cau Ngang District Party Committee Secretary; Tran Minh Banh, Permanent Deputy Secretary of the District Party Committee; Nguyen Van Nga, Deputy Secretary of the District Party Committee, Chairman of the District People's Committee and leaders of relevant departments and offices of the district.
Cau Ngang District has 15 communes, towns, 97 hamlets and quarters. The District Party Committee has 45 branches and grassroots Party Committees; 208 branches directly under the grassroots Party Committees and has 4,899 Party members. The District Party Committee Executive Committee currently has 35 comrades (06 female comrades, 04 Khmer comrades), of which 21 comrades continue to work. The District Party Committee Standing Committee currently has 10 comrades, of which 06 comrades continue to work. The Commune Party Committee Executive Committee currently has 217 comrades; the Party Committee Standing Committee currently has 72 comrades.
Comrade Nguyen Minh Canh, Chairman of the District People's Council, Head of the District Party Committee's Organization Board, commented on the content of the guidance on party member profiles for the new commune.
Implementing the arrangement of commune-level administrative units of Tra Vinh province in 2025, Cau Ngang district has 05 commune-level administrative units corresponding to 05 established Party Committees, including: Cau Ngang, My Long, Vinh Kim, Nhi Truong and Hiep My commune Party Committees. Implementing the arrangement of commune-level administrative units according to the roadmap from July 2025 to the end of 2029, there are 133 cadres, civil servants and public employees wishing to retire early and quit their jobs to enjoy the regime and policies according to Decree No. 178/2024/ND-CP, dated December 31, 2024 and Decree No. 67/2025/ND-CP, dated March 15, 2025 of the Government, of which 57 people are at the district level and 76 people are at the commune level.
After the merger, the Vinh Kim Commune Party Executive Committee consists of 27 members; Cau Ngang, My Long, Nhi Truong, and Hiep My communes consist of 33 members. The Vinh Kim Commune Party Standing Committee consists of 9 members; Cau Ngang, My Long, Nhi Truong, and Hiep My communes consist of 11 members. The Party Committee's leadership positions include the Secretary and 2 Deputy Secretaries. The assignment direction is that the Party Standing Committee consists of 9 comrades for Vinh Kim Commune and 11 comrades for the remaining communes. The Commune Party Executive Committee members include 18 comrades for Vinh Kim Commune and 22 comrades for the remaining communes. The Party Committee Inspection Committee members include 5 comrades, including 4 full-time members and 1 part-time member.
Comrade Le Thi Canh, Deputy Director of the Department of Finance, commented that the expenses for organizing the Party Congress at the commune level are specific, clear, and easy to settle.
Regarding the preparation of documents and contents of the organization of the commune-level congress, the Standing Committee of the District Party Committee organized a conference of key cadres to deploy and disseminate the above contents and documents related to the merger and consolidation of commune-level administrative units, and streamlining the apparatus for over 150 delegates to attend. Regarding the content of the organization of the commune-level congress: The commune-level Party Committee held a congress with 02 contents: summarizing the implementation of the congress resolution for the 2020-2025 term based on the content of the congress resolution of the party committees before the merger and consolidation; determining the direction, goals, tasks, and solutions for the 2025-2030 term. Discussing and contributing opinions to the draft documents of the 14th National Party Congress and the draft documents of the congress at the direct higher level.
Comrade Kim Ruong, Member of the Provincial Party Standing Committee, Chairman of the Provincial Party Inspection Committee, spoke about the review and direction of handling the complaint.
Regarding the personnel work of the congress, the Standing Committee of the District Party Committee implemented the commune-level personnel plan according to a 3-step process. In preparation for the conference to end the district term, the District Party Committee directed the completion of the draft political report and the review report of the District Party Committee Executive Committee, term XII, 2020 - 2025; for the draft political report of the district, the collection of opinions on the draft was completed in the Standing Committee of the District Party Committee, the District Party Committee Executive Committee, branches, grassroots Party committees, departments, branches, district unions, retired cadres, provincial departments and branches and among the people according to regulations.
It is expected to organize a conference to summarize the Congress Resolution, term 2020 - 2025 at the district level on May 15, 2025. At the same time, direct the Party Committees of communes and towns to organize a summary conference to be completed before May 15, 2025. In addition, the District Party Committee directs the District Party Committee Office to complete the task of conducting a general inventory of public assets of Party and State agencies and public service units in the district.

Speaking at the meeting, comrade Lam Minh Dang, Deputy Secretary of the Provincial Party Committee, directed: The district continues to implement documents of the Central and Provincial Party Committees on the arrangement of the commune-level apparatus, and the end of district-level activities. Focus on directing the serious organization of the conference to summarize the congress resolution, term 2020 - 2025 at the district level; perfecting the new commune-level apparatus to be strong, operating effectively, efficiently and effectively. Building and perfecting the personnel plan to prepare for the congress on schedule, ensuring the time according to regulations and the direction of assigning new tasks must have a structure of cadres and titles suitable to professional qualifications, especially the selection and arrangement of cadres who must be prestigious, have outstanding capacity, visionary thinking and practical capacity; assigning cadres must be in order of priority.
Focus on preparing well for the organization of the Party Congress at the commune level. Pay attention to developing plans and arranging the use of assets to avoid waste and loss. Continue to review and update cadres and civil servants of administrative units before merging and ending district-level units, and arranging cadres to work at the commune level. Meet with cadres and civil servants who meet the standards and capacity to motivate and encourage them to continue participating in the work. Implement cadre policies well, pay attention to training cadres, especially female and ethnic cadres.
