Speaking at the meeting, Prime Minister Pham Minh Chinh emphasized a number of key tasks that the National Assembly and the Government have focused on implementing since the 11th Conference of the 13th Central Executive Committee.
After listening to reports and discussions at the meeting, the Prime Minister highly appreciated the efforts of the Party Committee, the National Assembly and relevant agencies in implementing Resolution 60.
The dissemination, organization and implementation of the resolution are carried out seriously from the central to the grassroots levels, demonstrated through the issuance of many leadership, direction, inspection and supervision documents and concretization with practical programs, plans and projects.
In particular, the work of amending the Constitution and promulgating many codes, laws, and resolutions in a short period of time has been highly appreciated for its quality, correct procedures, and the spirit of "the Party's will, the people's heart" and has been supported by society and businesses.
The Prime Minister highly appreciated the serious preparation for Party Congresses at all levels and towards the 14th National Congress. The National Assembly and its agencies have well implemented the inspection and supervision program in accordance with Party regulations and laws, contributing to creating social consensus.
Regarding the upcoming direction, the Prime Minister emphasized 9 key tasks: promoting the spirit of responsibility and dedication; proactively building and organizing effective thematic supervision; resolving feedback and recommendations from people and businesses; and preparing well for the election of deputies to the 16th National Assembly and People's Councils at all levels.

Assessing the recent work results, the Prime Minister pointed out: the entire political system has taken part, the people have supported, especially the National Assembly and the Government have set an example with the spirit of working, dedicating themselves and their utmost to completing very important, difficult, complicated and sensitive tasks.
The Prime Minister assessed that the National Assembly and the Government were united, unified, unanimous, and synchronous, so despite the large amount of work requiring a lot of time, it was all completed with high quality.
The Prime Minister also noted that we should not be subjective or satisfied with what has been done, but should consider and evaluate what has been done and what has not been done, and from there draw lessons to do better in the future.
The Central Committee is about to hold the 12th Conference with a new spirit, new goals, new tasks, new vision, and new actions in the new revolutionary period. The Prime Minister asked the delegates attending the conference to focus on evaluating the implementation of Resolution No. 60.

After listening to the report and discussion statements, speaking at the conference, National Assembly Chairman Tran Thanh Man emphasized that in the coming time, the Government Party Committee will continue to lead, direct, and overcome the limitations and difficulties as stated in the Government Party Committee's report as well as the report of the Working Group.
According to the National Assembly Chairman, the Government Party Committee, the Standing Committee of the Government Party Committee and affiliated party organizations continue to lead and direct the continued implementation of Resolution No. 60-NQ/TW, first of all, organizing the first Government Party Congress.
The key requirement is to continue to regularly listen, synthesize, and handle local problems more effectively and promptly.
The National Assembly Chairman requested the Government to continue to provide guidance on the immediate implementation of laws and resolutions passed by the National Assembly; at the same time, he noted that laws and resolutions expected to be passed at the 10th Session (October 2025) "must be carefully and comprehensively anticipated, and not have to be revised again and again".
Stating the requirement to continue reviewing and handling wasteful projects and works; managing assets when rearranging agencies, organizations and units; and acknowledging that the Government is directing this very strongly, the National Assembly Chairman requested to continue leading and directing ministries, branches and localities to ensure smooth and effective operations.
“There must be no congestion or interruption that affects public service activities, administrative procedure settlement, and provision of online public services to people and businesses,” the National Assembly Chairman stated.

The conference listened to Deputy Secretary of the National Assembly Party Committee Vu Hai Ha briefly report on the implementation of Resolution No. 60-NQ/TW dated April 12, 2025 in conjunction with the development and completion of documents and personnel work for the 1st National Assembly Party Congress, term 2025-2030.
Accordingly, the Standing Committee of the National Assembly Party Committee issued a plan and organized a conference to disseminate and implement Resolution No. 60 in a combination of direct and online forms to all Party organizations and Party members in the Party Committee.
The Party Committee and the Standing Committee of the National Assembly Party Committee have issued 44 documents to lead, direct, implement and report or submit to competent authorities on contents related to the arrangement of administrative units at provincial and communal levels and the construction of a 2-level local government model...
The Party Committee and the Standing Committee of the National Assembly Party Committee have issued 38 documents to lead and direct the implementation of Directive No. 45 and the directives and conclusions of the Politburo on Party congresses at all levels towards the 14th National Congress of the Party.
Briefly reporting on the implementation of Resolution No. 60-NQ/TW dated April 12, 2025 in conjunction with the development and completion of documents and personnel work for the 1st Government Party Congress, term 2025-2030, Deputy Secretary of the Government Party Committee Le Thi Thuy said: The implementation of Resolution No. 60-NQ/TW is under the regular, close, timely, decisive and drastic leadership and direction of the Politburo and the Secretariat; with high consensus from the entire political system and the sympathy and support of the people. The work of arranging the apparatus of the political system is focused on synchronous, unified and smooth implementation from the Central to the local level.
The organization of the Government apparatus, local authorities and all levels has been streamlined, ensuring continuous, effective and efficient operations, serving people and businesses better and better, and basically overcoming overlapping and inadequacies in state management of a number of sectors and fields.
The work of perfecting legal institutions, administrative reform, cutting administrative procedures associated with restructuring the apparatus and implementing the 2-level local government model has been promoted, meeting practical requirements, removing many institutional bottlenecks, creating new development momentum, promoting production and business, and creating trust for people and businesses.
