Proposal to exempt college and university tuition fees for children in Ninh Thuan nuclear power project area

Khanh Hoa proposed adding 8 new policies for the Ninh Thuan nuclear power project, including a proposal to exempt college and university tuition fees for children in the project area.

On the morning of November 11, the People's Committee of Khanh Hoa province said it had just submitted a document to the Ministry of Industry and Trade on adjusting and supplementing a number of contents of Resolution 189 on a number of special mechanisms and policies for investment in the construction of the Ninh Thuan 1 and 2 nuclear power projects.

According to the People's Committee of Khanh Hoa province, the timely adjustment and supplementation of these policy mechanisms will contribute to accelerating the implementation progress of the nuclear power project as well as supporting local socio -economic development in the 2026 - 2030 period.

Proposal for free college and university tuition and relocation support policy

Specifically, Khanh Hoa Provincial People's Committee proposed to add 8 new policies. During the implementation of site clearance, migration and resettlement of two nuclear power projects, it is necessary to ensure the welfare of people in the affected areas, thereby creating consensus among people in the project area.

These recommendations include: Localities do not have to carry out procedures to change the purpose of forest use to other purposes during the process of investing in traffic infrastructure to serve the development of nuclear power projects;

Allow Khanh Hoa province to receive an additional 50% of public investment capital in the 2026-2030 period to invest in key infrastructure projects, promoting socio-economic development;

The Central Government needs to ensure adequate and timely allocation of budget funds for Khanh Hoa to carry out defense and security tasks during the construction of the nuclear power plant.

In addition, it is necessary to support 100% of the central budget capital to invest in infrastructure to serve the transportation needs and construction of the Ninh Thuan Nuclear Power Plant, including 3 projects to upgrade and expand coastal roads and routes connecting the Phuoc Dinh - Vinh Hai area.

Regarding policies for households in the same project, Khanh Hoa province proposed to support relocation costs of 30 million VND/household from the targeted additional capital source of the central budget; Phuoc Dinh and Vinh Hai communes (where 2 nuclear power plants are located) are entitled to the policy for particularly difficult communes in coastal and island areas in the period 2021-2030.

Children of households affected by the nuclear power project are exempted from tuition fees to study at secondary schools, colleges and universities across the country.

In addition, it is necessary to support the construction of new or upgrading of existing medical facilities in the locality where the project is implemented.

Surveying two more resettlement sites for the Ninh Thuan 2 nuclear power project

Regarding the Ninh Thuan nuclear power project, on the morning of November 11, the People's Committee of Khanh Hoa province continued to hold a meeting regarding the results of the survey to select a location to build a resettlement area to serve the Ninh Thuan 2 Nuclear Power Plant project.

According to the Project Management Board and Construction Investment of Khanh Hoa province (the investor of the resettlement project of Ninh Thuan nuclear power project), after listening to the opinions of Thai An villagers, the unit surveyed two new locations proposed by the villagers: Bai Hom area (Da Hang village) and My Hoa village area located on provincial road 702.

Through the survey, both locations ensure a safe distance of over 5km from the center of the project's reactor, are outside the emergency protection zone, have the advantage of being close to the sea, and are suitable for livelihood development but require relocation and site clearance.
