That is the guiding viewpoint of Minister of Finance Ho Duc Phoc at the online conference to assess the implementation of the work program for July 2023 and the plan for August 2023 of the Ministry of Finance on August 7.
According to Minister Ho Duc Phoc, the Tax sector needs to continue to strengthen inspections and checks against tax fraud and evasion, apply artificial intelligence (AI) technology to analyze and assess risks, especially have drastic solutions to prevent the use of illegal electronic invoices to prevent tax refund fraud, prevent and detect tax fraud early and remotely.
“Regarding value-added tax refunds, the Tax sector needs to focus on handling tax refund dossiers to ensure transparency, resolutely not refunding tax for dossiers that do not meet the conditions, and dossiers with signs of fraud must be transferred to the police agency for coordination in handling in accordance with the provisions of law,” Minister Ho Duc Phoc emphasized.
Reporting at the conference, Acting General Director Mai Xuan Thanh said that the cumulative revenue managed by the tax authority in the first 7 months of 2023 is estimated at VND 868,624 billion, equal to 63.3% of the ordinance estimate and 94.5% over the same period. Accordingly, the overall budget collection progress in the first 7 months of 2023 is still basically on schedule.
Regarding value-added tax refunds, implementing the direction of the Prime Minister and the Minister of Finance, the General Department of Taxation has issued a document directing Tax Departments nationwide and established an inspection team to work with Tax Departments to speed up the tax refund process, thereby the tax refund results in July were higher than the previous month.
"The General Department of Taxation will closely follow the tax refund estimate plan assigned for 2023 in the spirit of speed and urgency, but must thoroughly handle tax refund risks and resolutely fight tax refund fraud." - Acting General Director Mai Xuan Thanh affirmed.
At the conference to review the work of the first 6 months of 2023 of the Ministry of Finance held on July 13, Minister Ho Duc Phoc said that some enterprises that could not get tax refunds had reported such as companies in the wood and cassava industries...
However, the Minister said that tax refunds must meet necessary conditions. For example, one of the conditions for tax refunds is to have an economic contract with a partner. Therefore, if there is no transaction when checking, it means the contract is invalid and cannot be refunded.
