Public Service Kiosk is an automated public system, designed to provide administrative services to people quickly, conveniently and effectively. The Public Service Kiosk system includes supporting Kiosk equipment (computer system, scanner, ID card information reader) and software connected to the Provincial Administrative Procedure Information System. The deployment of Public Service Kiosk will help people have more ways to perform online public services, and can perform online public services at the "one-stop" department outside of office hours.
On January 14, 2025, the Provincial People's Committee Office issued Document No. 304 on the proposal to pilot the Public Service Kiosk System for the Provincial People's Committee to review and comment. On February 28, 2025, the Provincial People's Committee issued a Plan to pilot the Public Service Kiosk System in the province. Accordingly, the Public Service Kiosk will be piloted at 3 "one-stop" departments at the provincial, district and commune levels, including: Provincial Public Administration Service Center; "one-stop" department of Cao Loc District People's Committee; "one-stop" department of Vinh Trai Ward People's Committee, Lang Son City. The implementation time and roadmap is from March 15, 2025 to June 15, 2025. On the side of VNPT Lang Son, 1 Kiosk device with integrated scanner has been installed at each "one-stop" department on the pilot, and at the same time, assigned staff to be on duty every day to support people; Arrange panels to guide the steps for submitting administrative procedures on the public administration kiosk.
The deployment of the Public Service Kiosk is considered a practical solution, strongly promoting the application of information technology in the reform of administrative procedures in particular and the construction of digital government in general, contributing to creating favorable conditions for individuals and organizations when performing administrative procedures. At the Public Administration Kiosk, people and businesses have more options for performing online public services, which can be performed outside of working hours such as: logging into the Administrative Procedures Processing Information System with a VNeID account or via the VNeID application; looking up information about administrative procedures, file information, file status, file processing process, additional notifications, not processed and file processing results; performing online application submission procedures on the Provincial Administrative Procedures Processing Information System; making online payments of fees and charges for administrative procedure processing files; assessing the level of satisfaction with units performing administrative procedure processing...

Ms. Hoang Kim Cuc, Vice Chairman of Vinh Trai Ward People's Committee, said: Immediately after the province's plan was issued and the public service Kiosk equipment was received, we developed a plan, assigned the ward's "one-stop" department to manage, and directed 1 civil servant to coordinate with the Youth Union members to propagate and guide people to use the equipment to submit administrative procedures. In addition, we also assigned the specialized department to increase writing news and propaganda articles about the meaning and benefits of the public service Kiosk posted on the ward's electronic information page and social networking sites so that the majority of people can understand and use it. After more than 1 month of implementation, the majority of people when coming to perform administrative procedures at the ward's "one-stop" department positively evaluated the public service Kiosk equipment and were able to submit documents via the machine.
Together with Vinh Trai ward, the Provincial Public Administration Service Center (PVHCC) has coordinated with VNPT Lang Son to place the public service kiosk in a convenient, visible location, right opposite the entrance to the first floor lobby (next to the number taking machine); arrange 2 staff to take turns supporting and guiding people to use the kiosk. Recording at the Provincial Public Administration Service Center on a day at the end of April 2025, we witnessed a large number of people coming to perform administrative procedures from early morning. At the location of the public service kiosk, Ms. Vy Thanh Binh, Ba Xa village, Tan Doan commune, Van Quan district, was performing the login operations on the kiosk device to submit administrative procedures. Ms. Binh said: I have come here many times, taken an automatic number and sat in line to perform some procedures directly at the center's counters. Recently, I was introduced by the center's staff to the Public Service Kiosk where I can submit documents with just a few steps, without having to wait in line, I find it very convenient.
Not only Ms. Binh, the majority of people interviewed positively evaluated the effectiveness of the Public Service Kiosk. Although it has only been deployed for more than 1 month, according to statistics from VNPT Lang Son, at the 3 pilot "one-stop" departments, 500 people have accessed and used the Public Service Kiosk to submit documents, evaluate their satisfaction with officials and civil servants, and look up information on administrative procedure records; 80 administrative procedure records were successfully received through the device in many different fields, of which the most concentrated is the field of household registration.
With the Public Service Kiosk, in addition to the smart sensor system, exploiting data from VNeID, through automation technology, people do not need to directly contact with the staff receiving and returning results. At the same time, they can evaluate the level of satisfaction with the handling of documents, thereby contributing to improving the responsibility of officials and civil servants at the "one-stop" department.
Mr. Dinh Manh Linh, an expert from the Information Technology Center, VNPT Lang Son, said: With the Public Service Kiosk, in addition to the smart sensor system, exploiting data from VNeID, through automation technology, people do not need to directly contact the staff receiving and returning results. At the same time, the Public Service Kiosk also helps save time instead of having to wait in line, people use the Public Administration Kiosk to perform transactions quickly and conveniently.
In addition, the Public Service Kiosk integrates many administrative services, helping people reduce traditional procedures and paperwork; improving administrative efficiency, helping administrative agencies reduce workload, improve efficiency and effectiveness in serving people; increasing transparency of administrative procedures and procedures.
Mr. Bui Duc Trung, Deputy Director of the Provincial Public Service Center, said: After a pilot period, the deployment of the Public Service Kiosk has initially brought about positive effects, reflected in the number of successfully received records, especially receiving good reviews from the people. In the coming time, after the end of the pilot period, we will summarize and report to the Provincial People's Committee Office to advise the Provincial People's Committee to consider expanding the deployment of the Kiosk at the "one-stop" department throughout the province; strengthen propaganda and guidance for people to maximize the benefits of the Kiosk, contributing to increasing the number of people accessing and submitting records via the Public Service Kiosk.
Public service kiosks are an important step forward in improving the efficiency of public administration. With outstanding advantages such as saving time, costs and increasing transparency, this solution is gradually changing the way public services are provided.
