Continuing the program of the 6th Session of the 15th National Assembly, on the morning of October 24, National Assembly deputies discussed in groups the socio -economic development situation, focusing on the mid-term assessment of the implementation of socio-economic development plans; the issue of economic restructuring and medium-term public investment.

Comrades: Nguyen Thi Thanh, member of the Party Central Committee, member of the National Assembly Standing Committee, Head of the Delegation Work Committee; Nguyen Thi Thu Ha, member of the Party Central Committee, Vice President - General Secretary of the Central Committee of the Vietnam Fatherland Front; Dinh Viet Dung, member of the Provincial Party Standing Committee, Chairman of the Provincial Party Committee's Inspection Committee, Head of the Provincial National Assembly Delegation and National Assembly deputies of Ninh Binh province participated in the discussion at group 12 with the National Assembly Delegations of the provinces: Quang Binh, Hung Yen, Tien Giang .

Accordingly, delegates discussed in groups: Assessment of the results of the implementation of the socio-economic development plan for 2023; expected socio-economic development plan for 2024. The implementation of the State budget in 2023, the State budget estimate, the central budget allocation plan for 2024. Mid-term assessment of the implementation of the plans: socio-economic development for 2021-2025; economic restructuring for the period 2021-2025; medium-term public investment for the period 2021-2025; national finance and borrowing and repayment of 5-year public debt for the period 2021-2025. Results of the review of the system of legal documents according to the provisions of Resolution No. 101/2023/QH15 on the 5th Session, 15th National Assembly .

Participating in the discussion in the group, delegate Nguyen Thi Thu Ha, member of the Party Central Committee, Vice President - General Secretary of the Central Committee of the Vietnam Fatherland Front (National Assembly Delegation of Ninh Binh province) said that although the economic growth target for 2023 is forecasted to not be achieved as planned according to the Resolution of the National Assembly, in the context that the whole country is facing many difficulties and challenges at home and abroad, the results achieved are very remarkable and encouraging, especially the efforts of the entire political system from the central to local levels. Results such as stabilizing the macro economy, ensuring major balances of the economy, ensuring social security; foreign affairs with many bright spots... are recognized by international friends, contributing to affirming the position and prestige of the country.

Regarding solutions to promote economic development in 2024, delegates suggested reviewing and finding solutions to improve the quality of urbanization indicators and labor indicators through vocational training. They suggested that the Government focus more on State management of natural disaster and landslide prevention and control; urban and construction management, especially fire prevention and control management, etc.

Participating in the discussion in the group on the assessment of the results of the implementation of the socio-economic development plan in 2023, the expected socio-economic development plan in 2024, delegate Tran Thi Hong Thanh, Deputy Head of the National Assembly Delegation of Ninh Binh province, proposed to continue analyzing and clarifying the limitations to have fundamental solutions in the short and long term to remove difficulties in the indicators of social labor productivity growth rate; indicators of credit growth limit and capital absorption capacity of the economy and investment issues in the non-state sector...

Regarding the Government's tasks and solutions for socio-economic development in 2024, delegate Tran Thi Hong Thanh suggested that it is necessary to supplement tasks and solutions to promptly remove difficulties and obstacles in the work of arranging administrative units. In particular, it is necessary to pay attention to two major issues: arranging redundant civil servants and the issue of arranging and reorganizing public headquarters effectively, avoiding waste...

In the afternoon, the National Assembly discussed in the hall a number of contents with different opinions of the draft Law on Management and Protection of National Defense Works and Military Zones.

At the end of the afternoon session, the National Assembly listened to the presentation of the proposed list of people to be voted on by the National Assembly Standing Committee and Head of the Delegation Affairs Committee Nguyen Thi Thanh and proceeded to vote on the list of people to be voted on by the electronic voting system. After that, the National Assembly discussed in groups issues related to the vote of confidence.
