7th Session: National Assembly reviews and gives opinions on draft laws

On the morning of June 26, continuing the program of the 7th Session of the 15th National Assembly , Vice Chairwoman of the National Assembly Nguyen Thi Thanh chaired the meeting content, the National Assembly discussed in the hall the draft Law on Cultural Heritage (amended).

Delegate Tran Khanh Thu, National Assembly Delegation of Thai Binh province, spoke at the discussion.

Discussing at the meeting, National Assembly deputies assessed that the Law on Cultural Heritage promulgated by the National Assembly, after more than 20 years of implementation, has achieved many achievements in the cause of protecting and promoting the value of national cultural heritage. However, in the face of urgent requirements and demands from practice and shortcomings in legal documents on cultural heritage, amending the Law is necessary to continue institutionalizing the Party's viewpoints and policies, overcoming institutional limitations and shortcomings, creating a legal basis for new developments in the management, protection and promotion of cultural heritage values.

Discussion opinions suggested that the drafting agency continue to carefully review the contents to ensure the consistency and uniformity of the draft Law with related laws, the provisions in the draft Law on management, protection and promotion of heritage values; the issue of decentralization and delegation of authority in management, protection and promotion of heritage; the relationship between these three contents in the draft Law.

In addition, the National Assembly delegates focused on discussing a number of issues such as: ownership and rights related to cultural heritage; policies on cultural heritage development; protection areas of relics; decentralization and delegation of authority in management, protection and promotion of heritage values; the necessity of the Heritage Conservation and Promotion Fund, etc.

Earlier in the morning, National Assembly deputies voted to pass the National Assembly's resolutions on piloting the addition of a number of specific mechanisms and policies for the development of Nghe An province; the National Assembly's resolutions on the organization of urban government and piloting a number of specific mechanisms and policies for the development of Da Nang city.

In the afternoon, the National Assembly discussed in the hall the draft Law amending and supplementing a number of articles of the Law on Pharmacy; salary reform contents; adjustment of pensions, social insurance benefits, preferential benefits for people with meritorious services and social benefits from July 1, 2024; debt repayment extension plan for refinancing loans according to Resolution No. 135/2020/QH14 dated November 17, 2020 of the National Assembly.

Participating in the discussion, delegate Tran Khanh Thu, the provincial National Assembly delegation, expressed his agreement with the need to amend and supplement the Law on Pharmacy, and highly appreciated the Drafting Committee's efforts in building the draft Law on Pharmacy (amended) to submit to the National Assembly at the 7th Session. This draft Law has institutionalized 5 policies, 15 components and 29 solutions.

Delegates contributed to the following contents: Agreeing with the addition of rights and responsibilities of foreign-invested pharmaceutical businesses in the direction of expanding the rights of these establishments in the draft Law to create transparency in management, adapt to socio-economic development, the trend of market opening, and deep international integration. However, it is recommended that the Drafting Committee study and adjust the content of the draft Law to be consistent and ensure consistency between the provisions of the draft Law and the provisions of the law on commerce, especially the content of distribution, transportation, preservation, etc. activities currently stipulated in Clause 4, Article 3 of the Law on Commerce. It is recommended that the National Assembly consider amending the regulations on the sale, delivery, and transportation of drugs and pharmaceutical ingredients, if the delivery and transportation of drugs and pharmaceutical ingredients are associated with sales; accept to preserve drugs and pharmaceutical ingredients not imported or produced by the facility itself, if the service of preserving drugs and pharmaceutical ingredients is associated with sales; propose not to regulate medical oxygen products in this law, but to avoid creating legal gaps and risks of professional errors when doctors prescribe oxygen for patients, propose that the Government soon promulgate or submit for promulgation under its authority legal documents to manage medical oxygen and other gas products used in medicine
