Continuing the program of the 9th Session, on the afternoon of May 9, the National Assembly discussed a number of contents with different opinions of the draft Law on Digital Technology Industry.
Basically agreeing with the draft Law, delegate Tran Van Tien ( Vinh Phuc ) said that through research, the delegate found that this Law applies to domestic and foreign organizations and individuals participating in or related to the digital technology industry in Vietnam (Article 2).
“This regulation is understood to apply to Vietnamese organizations and individuals abroad or foreign organizations and individuals involved in digital technology industry activities in Vietnam,” the delegate commented.
Also on this issue, according to delegate Tran Van Tien, Article 18 of the draft Law stipulates that high-quality digital technology industry human resources are Vietnamese, Vietnamese people living abroad, and foreigners with qualifications and skills that meet the prescribed criteria. "It is necessary to redefine the scope of subjects applied in the draft Law," delegate Tran Van Tien discussed.
Regarding state management of digital technology industry, according to the delegate of Vinh Phuc delegation, point f, clause 1, article 5 of the draft Law stipulates “issuance, temporary suspension, suspension, and revocation of licenses and certificates on digital technology industry.” The delegate said that it is necessary to specify more in the draft Law or assign the Government to stipulate in which cases licenses and certificates on digital technology industry are temporarily suspended; in which cases licenses and certificates on digital technology industry are suspended. The duration of temporary suspension and suspension also needs to be clarified. In which cases licenses and certificates on digital technology industry are revoked.
Regarding point b, clause 2 of the draft Law, which stipulates that the Ministry of Science and Technology is responsible to the Government for implementing state management of the digital technology industry, according to the opinion of delegate Tran Van Tien: "It is necessary to specify and fully assume responsibility for the Ministry of Science and Technology for the digital technology industry. The Government can be assigned to detail clauses 1 and 2 of this article."

Discussing at the meeting, delegate Tran Thi Thanh Huong (An Giang) highly appreciated the fact that the draft Law has a separate section to regulate sustainable development. The delegate said that the contents have shown due attention to minimizing environmental impacts, in accordance with the provisions of the Law on Environmental Protection.
However, according to delegate Tran Thi Thanh Huong, it is necessary to add more outstanding policies, encourage investment in green technology and speed up the collection and treatment of expired technology equipment to protect the environment and public health.
Sharing the same view, delegate Pham Van Hoa (Dong Thap) emphasized: Legalizing the responsibility for collection and recycling is necessary, because technological products after use may still have value, but if not properly treated, they will become hazardous waste. The delegate from Dong Thap proposed to have clear regulations on the collection and preservation process of these devices to avoid affecting the environment and people's health.
Meanwhile, delegate Le Thi Thanh Lam (Hau Giang) proposed adding requirements on socio-economic development associated with environmental protection in the law's content, to ensure benefits not only for the present but also for future generations.
Discussions also showed a high consensus on promoting the sustainable development of the digital technology industry, not only to enhance national competitiveness but also to contribute to protecting the living environment and public health. This is an important basis for completing and soon putting the law into practice.
Also on the afternoon of May 9, Deputy Prime Minister Nguyen Chi Dung explained and clarified a number of issues raised by National Assembly deputies.
Concluding the discussion session, Vice Chairman of the National Assembly Le Minh Hoan stated that the enthusiastic and responsible opinions of National Assembly deputies are the basis for the agency in charge of reviewing and the agency in charge of drafting to coordinate with relevant agencies to continue revising and perfecting the draft Law on Digital Technology Industry in terms of both content and legislative techniques.
