Speaking at the opening of the session, Chairman of the Provincial People's Council Tran Quoc Toan emphasized: At this session, at the request of the Provincial People's Committee, the Provincial People's Council will focus on discussing, reviewing and approving a number of Resolutions to implement important and urgent tasks, in order to effectively exploit resources; ensure policies, social security, political security, social order and safety, create a stable environment for socio-economic development of the province in 2024 and the following years; contribute to building a streamlined political system and government apparatus at all levels of the province, operating effectively and efficiently. In particular, submitting to the Provincial People's Council for comments on the policy of rearranging commune-level administrative units in Hung Yen province for the period 2023-2025 is an important basis for completing the Project to submit to the National Assembly Standing Committee for resolution. In order for the Session to be truly of high quality, we request that the Provincial People's Council delegates and delegates attending the Session uphold their sense of responsibility to voters and the People, concentrate their intelligence, study documents, speak with focus, key points, and be democratic, frankly express their views and opinions, and pass resolutions with high feasibility, contributing to the success of the Session.
At the Session, the Provincial People's Committee submitted to the Provincial People's Council reports, proposals and draft resolutions on contents related to the policy of arranging administrative units, policies, social security, political security, public investment policies, specifically as follows: Approval of the policy of arranging commune-level administrative units in Hung Yen province for the period 2023-2025; regulations on measures to ensure the implementation of democracy at the grassroots level in the province; regulations on the criteria for establishment and criteria for the number of members of the Security and Order Protection Team, support and compensation levels and a number of policies for members of the Security Protection Team at the grassroots level in the province; approval of the change of land use purpose of rice cultivation land under 10 hectares in 2024 to implement investment projects in the province; approval of the list of projects requiring land recovery adjusted and supplemented in 2024; compensation for sources and adjustment of capital plans and expenditure estimates due to reduction in provincial budget land use fees in 2023; extension of implementation time and disbursement of public investment capital from local budgets in 2023 to 2024; regulations on collection levels for public preschool and generaleducation in the province; approval of public investment policies for a number of works and projects in the province.
Next, representatives of the Legal Committee, Economic - Budget Committee, and Cultural - Social Committee of the Provincial People's Council presented the Verification Report on the reports, submissions and draft Resolutions submitted by the Provincial People's Committee at the Session.
Under the direction of Chairman of the Provincial People's Council Tran Quoc Toan, the Provincial People's Council delegates focused on discussing and highly agreed with the reports, submissions and draft resolutions submitted by the Provincial People's Committee at the Session.
Next, the Session voted to dismiss Mr. Le Quang Hoa, former Director of the Department of Home Affairs, former Director of the Department of Industry and Trade, from the position of Member of the Provincial People's Committee, term XVII, 2021-2026, due to being transferred to another job; Mr. Nguyen Van Tho, former Director of the Department of Industry and Trade, due to being transferred to another job; Mr. Nguyen Van Phu, former Director of the Department of Natural Resources and Environment, due to retirement. The delegates of the Provincial People's Council present at the Session voted to elect additional members of the Provincial People's Committee, term XVII, 2021-2026, for Mr. Vu Van Kien, Director of the Department of Home Affairs; Mr. Vu Quang Thang, Director of the Department of Industry and Trade.
The meeting voted to pass the Resolutions presented at the meeting. 100% of the Provincial People's Council delegates attending the meeting highly agreed, voting to pass 13 thematic Resolutions and 05 Resolutions on personnel work.
Speaking at the closing session, Chairman of the Provincial People's Council Tran Quoc Toan emphasized: The tasks from now until the end of the year are extremely heavy, we must strive to complete at the highest level the targets and tasks of socio-economic development, ensuring national defense and security of the province in 2024 and the whole period of 2021-2025; at the same time, we must also build and prepare well the development orientations of the province in the period of 2026-2030 and the following years. Propose that the Provincial People's Committee, all levels and sectors continue to be more resolute, focusing on thoroughly resolving issues with many limitations, difficulties and obstacles to complete the goals and targets set in the Resolution of the Provincial People's Council.
