
The Party Committee and People's Committee of the commune have proactively issued annual plans, assigning specific tasks to each department and each organization to synchronously implement the work of legal dissemination. The commune has completed the legal propaganda force of 14 members, maintained the Legal Reconciliation Model Club with 13 members, the Women's Club with the Law with 30 members...
The highlight is that the commune regularly organizes "Law Day" in the activities of the Party cell under the Party Committee, helping cadres and party members update new documents and essential regulations directly related to people's lives. The Fatherland Front and mass organizations also maintain Law Day in regular activities, creating a unified "system" of legal dissemination and education from the commune to the village.
Over the past 5 years, Ky Thuong has organized 60 propaganda sessions with nearly 7,000 participants, including 212 officials, civil servants and more than 530 party members. The propaganda sessions not only introduced new laws but also focused on issues of public concern such as land, grassroots mediation, security and order, ethnic policies, etc.
To suit the specific locality, Ky Thuong focuses on applying many flexible forms of legal dissemination: Oral propaganda at village meetings, commune radio, integration into the activities of women's associations, veterans, youth unions, farmers' associations, promoting the role of prestigious people among ethnic minorities... Along with that, the commune distributes legal documents transferred by the State Legal Aid Center, distributes leaflets, organizes thematic activities, and legal forums at the grassroots level.
Particularly for teenagers and workers, groups at risk of breaking the law, the Youth Union and cultural and social officials actively coordinate with other forces, especially the Commune Police, to organize many in-depth and effective propaganda sessions to help raise awareness and limit violations related to social order, marriage and family, alcohol use, etc.

Many PBGDPL models have been effectively maintained, such as the technology transfer model of the farmers' association with legal content on production; the Women's Club with integrated laws to propagate gender equality and prevent domestic violence; the grassroots mediation model helps promptly handle small disputes, preventing the emergence of petitions.

The activities are organized in a friendly, easy-to-listen format, suitable for ethnic minorities. Thanks to that, people's awareness of law compliance has increased, life has stabilized, people have actively participated in building a cultural life, maintaining security and order and joining hands to develop the locality.
The synchronous and regular implementation has put the work of legal dissemination into order. The legal awareness of cadres, party members and people has been significantly improved. People have gradually formed the habit of learning about the law, proactively asking the authorities when having problems, limiting violations due to lack of understanding. Political security and social order and safety have been ensured, crime and social evils have been controlled; many land and civil disputes have been amicably resolved right at the grassroots level.
Despite many achievements, the work of legal dissemination in Ky Thuong still faces many difficulties. The legal workforce is still small, most of them holding concurrent positions; the large area makes it difficult to gather people; a part of the people still prioritize economic development, rarely participate in training, only learn about the law when problems arise... That requires the commune government to continue to innovate more strongly in propaganda methods and content, especially increasing the application of information technology, propaganda on digital platforms; building more models and legal clubs suitable to the characteristics of the highlands.
With flexible and practical approaches, the work of legal dissemination and education in Ky Thuong has significantly raised the awareness of law compliance in the community, maintained stability in the area and limited violations and disputes; thereby creating an important foundation for the locality to effectively carry out socio-economic development tasks. These positive changes have contributed to helping Ky Thuong gradually complete the goals of building advanced new rural areas and receive consensus and support from the people.
