Sustainable development of Vietnam's fisheries industry is an urgent and important task.

On the afternoon of November 25, in Ho Chi Minh City, Prime Minister Pham Minh Chinh chaired the 23rd meeting of the National Steering Committee on Combating Illegal, Unreported and Unregulated (IUU) Fishing.

The meeting was held online at Ho Chi Minh City, Government Headquarters and coastal provinces and cities.

At the Dak Lak province bridge, Vice Chairman of the Provincial People's Committee Truong Cong Thai chaired. The conference was also connected online with 13 coastal communes and wards with fishing boats.

According to a report by the Ministry of Agriculture and Environment , as of November 21, 2025, ministries, branches and localities have completed 85/99 assigned tasks on combating IUU fishing, with 14 tasks still being regularly implemented.

The management of the fleet nationwide has achieved important results: The total number of fishing vessels currently registered and updated on the national database Vnfishbase is 79,295, reaching 100%. For fishing vessels that are not qualified to operate, localities have implemented strict control, assigning specific responsibilities to commune-level authorities and functional forces to manage anchorage locations.

During the past week (from November 18 to November 25, 2025), functional forces at 51 designated fishing ports nationwide controlled more than 4,400 ships entering and leaving the port; monitored the output of exploited aquatic products through the eCDT system reaching 10,857 tons.

To date, localities have handled 21,865 fishing vessels that lost connection for more than 6 hours, lost connection for more than 10 days or exceeded the permitted boundary (reaching a rate of 99.97%).

In Dak Lak, as of November 21, 2025, the total number of fishing vessels in the province is 2,553. Fleet management is being vigorously implemented. To date, 100% of fishing vessels with a length of 15 meters or more (687/687 vessels) have installed vessel monitoring equipment (VMS).

Regarding traceability, the province currently has 4 fishing ports that are qualified to allow offshore vessels to dock and confirm the origin of aquatic products. Since the beginning of 2025, the authorities have monitored more than 11,400 import/export vessels through the electronic traceability system - eCDT; monitoring the output of aquatic products through the port reaching more than 13,300 tons.

Implementing the Central Government's directive on the peak period of combating IUU fishing, Dak Lak province has synchronously deployed law enforcement solutions. Specifically, the province has handled 313/313 cases of fishing vessels found to have lost connection or violated (reaching a rate of 100%).

For the "3 no" fishing vessels (no registration, no inspection, no license), the province has made a list and assigned direct responsibility to the authorities of 13 coastal communes and wards, with fishing vessels to closely monitor, resolutely not allowing unqualified vessels to participate in fishing activities.

Despite many positive results, the fight against IUU fishing in the province still faces some challenges. Especially due to the impact of prolonged heavy rains and floods in recent times, the re-issuance of fishing licenses and inspections for a number of fishing vessels in communes and wards such as Xuan Dai, Hoa Hiep, Tuy An Dong... have been interrupted.

Speaking at the meeting, Prime Minister Pham Minh Chinh highly appreciated the efforts of ministries, branches and localities in the task of combating IUU fishing. At the same time, he emphasized that removing the EC's IUU yellow card in 2025 and sustainably developing Vietnam's fisheries industry is an urgent and important task. This must be resolved decisively for the honor and prestige of the nation and people, for the legitimate rights and interests of the people.

The Prime Minister requested that by November 30, ministries, branches and localities must complete all assigned tasks in the peak month of combating IUU fishing. Particularly for coastal localities, it is necessary to grasp the situation, focus on leading and directing the fight against IUU fishing resolutely, comprehensively and effectively in the area; absolutely not to let violations recur, affecting the common efforts of the whole country in removing the IUU "yellow card" warning; promote the transition to sustainable aquaculture, applying high technology associated with the value chain; do a good job of propaganda and dissemination of laws on IUU...
