On the afternoon of November 26, in Ho Chi Minh City, after the high-level policy dialogue between Prime Minister Pham Minh Chinh and leaders of the World Economic Forum, Prime Minister Pham Minh Chinh delivered a speech concluding the first Autumn Economic Forum.
5 very important cognitive convergence points
Regarding the content learned from the rich discussions at the Forum, the Prime Minister said there were 5 very important points of cognitive convergence.
Firstly, the delegates shared a common perception of the world . In a volatile, "flat" but also very "thorny" world, with global, national and comprehensive issues and challenges, the delegates all agreed on further strengthening solidarity, cooperation and dialogue.
Second, the Forum agreed that green transformation and digital transformation are two fundamental elements that constitute an inevitable and irreversible trend; dual transformation (green and digital) has become an objective requirement, a strategic choice and a top priority of each country for rapid and sustainable development.
Third, delegates all shared "3 key levers" to promote digital transformation, green transformation, and sustainable development in the coming time, which are institutions, resources, and innovation.
Fourth, delegates agreed on the approach of putting people at the center. People are the subject, the target, the driving force, and the resource for development; development must bring a prosperous and happy life to the people. Green transformation and digital transformation must be for people. Technology and artificial intelligence must serve people and not replace them.
Fifth, delegates all expressed their appreciation, support and readiness to accompany and cooperate with Vietnam on the new development path.
The Prime Minister summarized the forum's results: "Convergence of intelligence, strengthening trust, increasing solidarity, green - digital harmony, looking towards the future, sharing benefits".

To turn vision and common perceptions into practical actions, with the spirit of "what is said is done; what is committed is done", "not saying no, not saying difficult, not saying yes but not doing", the Prime Minister proposed a number of contents to ministries, central agencies, levels, sectors and localities.
For the Government, ministries and central branches, the Prime Minister stated that they should seriously study and absorb the opinions and proposals of the delegates at the Forum. In particular, they should promote administrative reform, reduce administrative procedures and business conditions, and create favorable conditions for businesses and investors.
For localities, the Prime Minister suggested that Ho Chi Minh City should soon issue a detailed Action Plan to implement the Forum's commitments; promote the spirit of self-reliance, self-strengthening, proactiveness, creativity, "dare to think, dare to do"; be ready to pioneer in becoming a "laboratory" (sandbox) for green economic models, green finance, smart cities, especially an international financial center preparing for operation.
For the business community - the pioneering force for development, the Prime Minister suggested continuing to promote the spirit of innovation, changing business thinking, boldly investing in research and development (R&D), technological innovation, and applying new economic models.
For scientists, experts, and all people, the Prime Minister suggested continuing to promote the spirit of solidarity, unity, cooperation, intelligence, innovation, and patriotism. Research institutes and universities must be the cradle of innovation, promoting applied research and training high-quality human resources for the country, the region, and the world.
The Prime Minister hopes that partners, international organizations and the World Economic Forum (WEF) will continue to accompany and support Vietnam in the spirit of "substantive, sincere, trustworthy, and effective" cooperation to have more forums for effective exchange on common development issues; accompany Vietnam to become a "green and digital laboratory" of the region, Vietnam is ready to become a "green and digital laboratory" of the region; continue to share knowledge and advanced management experience; provide specific support in preferential finance, high technology transfer, and technical assistance to Vietnam.
After the Prime Minister's closing speech, the Chairman of the Ho Chi Minh City People's Committee also gave a speech to receive and convey the City's message.
“The strategic directions of the Prime Minister, Deputy Prime Minister, Secretary of the Ho Chi Minh City Party Committee, and the sincere and straightforward proposals of the business community and experts have given the City a strong source of inspiration,” he said.
The Autumn Economic Forum 2025 is held in the context of Ho Chi Minh City entering a new development cycle, with expanding urban space, increasing economic and population scale and a long-term strategic vision towards the role of an international megacity.
The City said it has fully absorbed the Government's directives and the directions of the Central Ministries and agencies; along with recommendations and initiatives from experts, businesses and international friends. On that basis, the City has identified three strategic action focuses:
One is: Building an innovation ecosystem that focuses on people and businesses.
Second: Promote green-digital dual transformation across all urban development and socio-economic activities.
Third: Expand international cooperation and attract global resources.
