The two projects of the concentrated student dormitory area in the west of the city and the concentrated dormitory area in the west of the expanded city located in Hoa Hiep Nam ward (Lien Chieu district, Da Nang ) have a total investment capital of nearly 700 billion VND.
At the recent People's Council meeting with voters, Mr. Le Van Tuan - Deputy Director of the Department of Construction of Da Nang - said that in 2024, the city will convert the function of 2 concentrated dormitories in the west of Hoa Khanh Industrial Urban Area to social housing, with an expected number of about 608 apartments.
According to research, the concentrated student dormitory area in the west of the city has an area of 5.6 hectares and the concentrated dormitory area in the west of the expanded city has an area of 3.5 hectares.
In the picture is the dormitory area concentrated in the west of the city, consisting of 5 blocks. This project started in 2009. In 2012, the People's Committee of Da Nang City decided to change the investment purpose from the housing project for workers to the dormitory area for students, through the use of government bond capital.
After that, the Ministry of Construction established a working group to inspect housing projects for students invested in and built with government bond capital in the period 2009 - 2015, including these two projects.
In November 2021, the People's Committee of Da Nang City issued a document proposing to convert the function of the concentrated dormitory area in the west of the city and the expanded concentrated dormitory area in the west of the city into workers' housing.
According to records, the West Dormitory has 7 floors and the building is currently vacant, with only security guards looking after the property. One reason for the vacant dormitory is that it is located far from universities and colleges, so no students have registered to stay there.
When the Covid-19 epidemic broke out, Da Nang requisitioned this dormitory as a field hospital to quarantine and treat 3,900 patients.
In October 2021, Da Nang dissolved the field hospital and returned the dormitory to its original state. Since then, the buildings have been abandoned and show signs of deterioration, with many areas overgrown with grass and damaged ceilings.
The elevator system inside the buildings has also been completed but has not been used for a long time. The corridor floors are covered with dust and some areas show signs of moisture and mold.
Many rooms are equipped with bunk beds and bookshelves. The rooms are equipped with bathrooms, sinks... all covered with a thick layer of dust due to not being used for a long time.
The windows and doors of some rooms were blown open, and broken glass was scattered everywhere. Witnessing hundreds of large, spacious apartments lying in the sun and rain waiting to become abandoned, many residents could not help but feel "impatient".
The Da Nang Department of Construction said that in 2024, in addition to changing the function of the western dormitory area, the city will continue to deploy social housing apartments for people with revolutionary contributions on Vu Mong Nguyen Street (Ngu Hanh Son District), with an estimated 209 apartments.
In addition, there are 4 social housing projects invested with non-budgetary capital to be built in 2024.
The conversion of the dormitory's function and the implementation of projects will contribute to increasing the state-owned social housing fund, meeting the people's rental needs, because currently Da Nang's social housing fund has only 100 apartments left.
