Social housing loan interest rates drop sharply

According to new regulations, the preferential interest rate for social housing loans is 5.4%/year.

Unmarried or confirmed single people raising children under the age of majority are calculated with an income ceiling of no more than 30 million VND/month (illustrative photo).

The Government has just issued Decree 261/2025/ND-CP amending and supplementing a number of articles on the development and management of social housing, effective from October 10, 2025.

Accordingly, the preferential interest rate for loans to buy, hire-purchase social housing, housing for armed forces, and to build and renovate houses is set at 5.4% per year, and the overdue interest rate is 130% of the loan interest rate. The previous interest rate was 6.6% per year.

For loans signed before October 10 at the Vietnam Bank for Social Policies, people will have their contracts adjusted to apply new interest rates to both principal and overdue balances.

The interest rate for social housing loans as previously announced by the Vietnam Bank for Social Policies was 6.6%/year.

Decree 261 also has many new points compared to Decree No. 100/2024/ND-CP dated July 26, 2024 of the Government detailing a number of articles of the Housing Law on the development and management of social housing. Specifically, the income level for individuals buying social housing is raised to a maximum of 20 million VND/month, an increase of 5 million VND compared to before. Accordingly, the maximum total income for a couple is 40 million VND/month.

In the case of unmarried people or those confirmed as single and raising children under the age of majority, the income is calculated to not exceed 30 million VND/month. Income is calculated according to the salary and wage table confirmed by the agency, enterprise, or unit where the subject works.

From October 10, 2025, low-income people in urban areas without labor contracts will request confirmation from the commune-level police where they permanently or temporarily reside instead of the commune-level People's Committee as before.

By the end of September 2025, the Vietnam Bank for Social Policies, Hai Phong Branch, had disbursed a cumulative amount of VND 1,096 billion to 2,788 customers borrowing to buy social housing. From now until the end of December 2025, the unit plans to disburse to about 400 customers, with a total amount of VND 200 billion.
