On July 18, the Lam Dong Provincial People's Committee inspected the operation of the public administration center in Phu Thuy ward and Ham Liem commune. The delegation was led by Mr. Le Trong Yen, Vice Chairman of the Provincial People's Committee; along with representatives of departments, agencies and branches.

Lack of machinery, not connected

At the People's Committee of Phu Thuy Ward, the working group inspected the computer system, transmission lines and asked the staff about the advantages and disadvantages. At the headquarters of the People's Committee of Phu Thuy Ward, the members were present to support the procedures for people to submit their applications. In addition, the staff receiving the applications will ask the land administration, economic , cultural departments, etc., if they have any problems, to guide the steps and procedures for online processing.

From July 1-17, the unit received 818 administrative procedure files, processed and returned 688 files earlier than the deadline, 9 files were late, and the rest are in the process of processing. The representative of the People's Committee of Phu Thuy Ward said that some equipment such as multi-function printers, sound systems, etc. are not complete. The network system is sometimes slow, the file management software sometimes has errors, and needs to be upgraded to ensure continuous operation of the system. Some other administrative centers require close coordination between many different departments and units, sometimes there are problems in exchanging information and speeding up progress.

According to the records, the process of receiving and processing documents at the Center is carried out in accordance with regulations, ensuring publicity, transparency and science, so that people can easily learn and follow. In the coming time, the Center will focus on the following directions and solutions: Promoting the application of information technology; increasing the use and effective exploitation of software for managing documents and online public services; researching and implementing new technology solutions to better support the search and submission of documents; encouraging staff to self-study and improve their qualifications to meet increasingly high job requirements.

After the field inspection, the Working Group worked with the communes of Ham Thanh, Ham Thuan, Ham Thuan Nam, Ham Liem; wards of Ham Thang, Phu Thuy, Binh Thuan and related departments and branches.

According to Ms. Nguyen Thi Bong, Deputy Director of the Department of Home Affairs of Lam Dong province, the local political system has basically operated stably as required. Specialized departments have been established, and leaders and civil servants have been arranged in accordance with regulations. Communes and wards continue to perfect the working regulations of the People's Committees of communes and the coordination regulations of specialized departments.

Currently, the People's Committees of communes and wards are reviewing and advising on the conversion of villages and residential groups and renaming of villages and residential groups after the rearrangement for villages and residential groups with duplicate names according to regulations. At the same time, reviewing and proposing work arrangements and resolving policies for part-time commune workers and part-time workers in villages and residential groups according to the guidance of the Department of Home Affairs.

In addition, the Provincial Public Administration Service Center has not yet issued internal procedures and electronic procedures for handling administrative procedures. The software serving at the Public Administration Service Center is not yet synchronized, causing difficulties in the operation of administrative procedures such as: the civil status software, the business registration software is not stable, there are still errors, overload in the operation and processing of records, affecting the progress of work settlement; the one-stop software does not have a fee update button; the land sector has not yet delegated authority to specialists; the civil status software has not yet been able to perform civil status extraction due to lack of synchronization; the social protection software has not yet updated the settlement process, leading to some records being late in performing administrative procedures according to regulations.

Mr. Le Trong Yen, Vice Chairman of Lam Dong Provincial People's Committee, suggested that localities need to separate their own public administrative center headquarters to serve the people. Currently, many localities have their People's Committee headquarters in communes and wards, which is not suitable and not located in the center of the locality, so people have to travel far.

In addition, departments and branches need to pay attention to investing in and upgrading headquarters and equipment for public service; promptly allocate funds for the People's Committees of wards and communes to purchase equipment and supplies to ensure operations. Communes and wards must promote the application of information technology, improve information technology infrastructure, and synchronize shared software among levels to better serve administrative reform.
