Outstanding results confirm the effectiveness of the model
According to the report of the Department of Science and Technology of Lam Dong province, after the two-level government model officially came into operation from July 1, 2025, the Provincial People's Committee issued many documents, directives and plans to inspect the operation of the two-level government, clearly assigning responsibilities; at the same time, mobilized more information technology (IT) human resources to support digital transformation at the commune level. The technical and information infrastructure system serving the operation of the two-level government has been ensured to operate stably. The province also deployed propaganda about the Popular Education Handbook and the digital education platform, organized 19 online training courses for more than 11,000 students, as well as opened 6 training courses on AI for 4,100 cadres and party members.
In addition, the province has effectively issued and managed 12,565 official digital signatures, operated the IOC Smart Operations Center, and deployed VNeID applications in areas such as healthcare , tax, transportation, and accommodation. In particular, the administrative document management system has been connected with the provinces and the national document axis.
Lam Dong's digital infrastructure indicators are also impressive, with more than 4 million mobile subscribers, a smartphone usage rate of 90.8%, Internet connection of nearly 90%, and 99% of households using fiber optic cable.
Lam Dong has submitted to the Ministry of Science and Technology for appraisal the Project to establish Binh Thuan High-Tech Park, expecting it to become a center to attract investment in the field of scientific research and innovation.
Difficulties and recommendations to be resolved
Despite many positive results, Lam Dong province still faces some difficulties in implementing the two-tier government model. Detailed guidance documents have not been fully issued, causing difficulties in application, especially in specialized areas such as nuclear radiation safety, intellectual property, quality measurement standards and digital transformation.
Director of the Department of Science and Technology of Lam Dong province, Mr. Vo Thanh Cong, proposed a number of solutions to solve these problems such as providing funding to implement the project "Building a shared provincial geospatial database system"; Organizing training courses for officials in charge of science and technology, innovation and digital transformation at both provincial and grassroots levels; Early promulgation of Circulars guiding the positions of civil servants and professional officials in science and technology in agencies and organizations in the science and technology sector and field; The National Committee for Standards, Metrology and Quality provides guidance on granting Certificates of registration for product and goods quality testing activities, etc.
At the HCC Service Center, the province has deployed the iGate 3.0 general administrative procedure settlement information system and publicized a list of 2,308 administrative procedures with 2,013 online public services on the National Public Service Portal. From July 1, 2025 to August 20, 2025, the whole province received 143,807 online records.

At Duc Trong Commune People's Committee, Vice Chairman of the Commune People's Committee, Mr. Tran Van Hai, said that the commune has processed 98.6% of the received applications, achieving a high rate of resolving applications before the deadline.
Ms. Tran Bich Ngoc, Deputy Director of the Department of Nuclear Radiation Safety, Head of the working delegation, highly appreciated the initiative and sense of responsibility of Lam Dong provincial authorities at all levels in implementing the Decrees. She also requested the province to continue to effectively implement the contents of state management on science, technology, innovation and digital transformation.
Ms. Tran Bich Ngoc also affirmed that the Ministry of Science and Technology will continue to accompany Lam Dong province, remove obstacles and support to improve the efficiency of the two-level government model.
