After being elected to hold the position of General Secretary of the 13th Party Central Committee at the Party Central Committee Conference on August 3, 2024, General Secretary and President To Lam gave important directives in various fields.

Specifically, through three recent articles such as "Determination to build a strong Party, a rich, democratic, fair and civilized Vietnam" on August 4; "Digital transformation - An important driving force for developing productive forces, perfecting production relations to bring the country into a new era" on September 2 and "Continuing to innovate the Party's leadership and governing methods, an urgent requirement of the new revolutionary stage" on September 16, General Secretary and President To Lam frequently mentioned the concepts of "new starting point", "new era", "era of the Vietnamese nation's rise".

Assessing the opportunities, advantages as well as difficulties and challenges in the domestic, regional and world situations, our Party, headed by General Secretary To Lam, affirmed: "The country is facing a new historical moment, a new era, an era of national growth. The requirement to strongly innovate leadership methods, improve leadership capacity and governing capacity to continue moving the nation forward is urgent."

In particular, this is also a major orientation agreed upon by the 10th Central Conference in the draft documents submitted to the 14th Party Congress.

In his closing speech at the recent 10th Central Conference, General Secretary and President To Lam said that the Central Committee unanimously identified major groups of issues to continue perfecting documents submitted to the 14th National Party Congress, including many notable contents to realize the goal of bringing the country into a "new era, an era of national growth".

VietNamNet interviewed Prof. Dr. Phung Huu Phu, former Permanent Vice Chairman of the Central Theoretical Council (who directly participated in the Editorial Team of the 14th Congress Documents and the 11th, 12th, and 13th Congresses) about this issue.

The key to the country's breakthrough development

As a theoretical researcher, directly participating in drafting documents for the 14th Party Congress and many previous Congresses, what do you think are noteworthy points in the major groups of issues raised by the 10th Central Committee this time?

The 10th Central Conference is a conference to prepare for the 14th National Party Congress, which reviewed the process of preparing draft documents and put forward major ideas, viewpoints, and orientations.

Through studying the content of the 10th Central Conference, I see that this conference inherits, concretizes, develops and supplements the ideas of the 13th Congress.

The ever-changing situation requires the Party's theoretical thinking, and the Party's guidelines and policies to be constantly supplemented and improved.

The 10th Central Conference has new points and highlights shown in 5 issues that General Secretary and President To Lam emphasized in his closing speech.

Firstly, in terms of development orientation, it can be said that the 10th Central Conference has taken a step forward. We remember that the 13th Congress put forward the idea of ​​“aspiration for the development of a prosperous and happy country”. This 10th Central Conference has taken a step forward in realizing that aspiration.

Therefore, when the Central Conference discussed the issue of the country preparing to enter a "new era, an era of national growth", it was to realize the "aspiration to develop a prosperous and happy country".

The second point is to perfect the institution for synchronous and comprehensive national development; to supplement environmental protection with economic and social development as the center; to supplement promoting foreign affairs with strengthening national defense and security as essential and regular; to emphasize cultural development as the foundation; to maintain Party building as the key.

The third point is that when discussing strategic breakthroughs, the 10th Central Conference continued to affirm three breakthroughs in institutions; human resources, especially high-quality human resources, and breakthroughs in the infrastructure system.

There are still 3 strategic breakthroughs, but the content of each strategic breakthrough is specific and suitable for the new stage. In particular, the breakthrough in resources is given special attention. The Central Committee emphasizes the work of cadres. That is also a remarkable new point.

The fourth point is that when discussing the 8 tasks and solutions, each task and solution has additions and improvements, but the most notable is the 8th task and solution "promoting strategic technology, digital transformation, green transformation, taking science and technology, innovation as the main driving force for development".

That shows that the Central Government is very interested in developing new production models and methods suitable to the requirements of the 4th industrial revolution, considering this as the key to promoting the digital transformation revolution, accelerating the speed of breakthrough development to bring the country into a new era.

Fifth, the Central Committee is concerned with new issues that we must continue to clarify. Among them, there are 10 issues that need to be reviewed very carefully.

Another point is that the conference focused on emphasizing the weaknesses and shortcomings that need to be highly focused on to resolve in the coming time.

For a long time, we have detected defects quite early but have been slow to fix them, allowing them to persist and the longer they persist, the greater the consequences.

Therefore, this time through analysis and assessment of bottlenecks, weaknesses, and shortcomings, the Central Committee requires that in the near future we must focus on resolving them completely.

I think these are points that show the inheritance and development of the ideas of the 13th Congress and are all very accurate issues.

More than ever, personnel work is given special attention.

According to you, why in the three strategic breakthroughs this time, the Central Committee emphasized "strongly innovating the work of organizing cadres", considering it as a key content of the issue of human resource development?

If the 13th Congress emphasized the breakthrough in human resources as "developing human resources, especially high-quality human resources; prioritizing human resource development for leadership, management and key areas", this time, the Central Committee requested more specificity, considering personnel work as a focus in strategic breakthroughs.

This is absolutely correct. We know that personnel work is one of the most important tasks of the Party. Personnel work is the direct factor that determines the success of all work, that is the principle.

Our country is entering a new period of development with very high requirements, aiming at the goal of "becoming a developed, high-income country" by 2045. There are many opportunities, great fortunes, but also very fierce difficulties and challenges.

Therefore, more than ever, the work of cadres is given special attention. The discovery, planning, training, and especially the arrangement and use of cadres play a particularly important role in realizing the set goals.

Therefore, the 13th Congress proposed the "7 dares" cadre model: Dare to think; dare to speak; dare to do; dare to take responsibility; dare to innovate and be creative; dare to face difficulties and challenges and dare to act for the common good.

If we do well in personnel work, the goal of entering a new era will be realized.

In fact, in recent times, our personnel work has had many important achievements and many steps forward. However, personnel work has also revealed shortcomings and loopholes that we must resolutely overcome.

Reality shows that in many places, the personnel work is done correctly, all the steps are taken, but the wrong staff are still assigned. Some positions, even high-ranking staff, do not meet the requirements. Reality shows that our work of managing and educating staff is not good.

Therefore, during the 12th and 13th Congresses, the number of cadres and party members, including key cadres, who were disciplined or even criminally prosecuted increased significantly. This is a shortcoming that must be resolutely overcome.

Therefore, the 10th Central Conference emphasized the importance of personnel work and it can be said that this is also a very high requirement of the upcoming 14th Congress.

Creating new momentum and vitality for local innovation

In the 8 issues on strategic directions and solutions, the Central Committee emphasized the issue of promoting decentralization and delegation of power with the motto "locality decides, locality acts, locality takes responsibility". What do you think about this issue?

We know that building a socialist rule-of-law state of the people, by the people, for the people is the focus of building the political system. When the Party is in power, the Party leads through the State, the role of the rule-of-law state is very important.

The recent Central Conference issued Resolution No. 27/2022 on continuing to build and perfect the Socialist Republic of Vietnam's rule-of-law State in the new period.

In perfecting the rule of law state, there are many tasks to be done, including one that the 13th Congress mentioned but has not yet specified, which is to "promote decentralization and delegation of powers reasonably and effectively, while at the same time strengthening inspection, supervision and control of power through the legal system".

This is also a breakthrough in institutions - perfecting institutions, enhancing decentralization and delegation of power combined with strengthening inspection and supervision.

The 10th Central Conference continued to concretize that spirit and especially emphasized strong and thorough decentralization with the motto "Local decision, local action, local responsibility".

I see this is the first time the role of locality has been so highlighted.

The Central Government has the role of creating, inspecting and supervising. That is completely in line with practical requirements.

Nowadays, life is very rich, reality is very vivid, each locality besides the common has many characteristics. Localities in the plains are different, mountainous areas, midlands are different, the North is different, the Central is different, the South is different.

Therefore, it is necessary to empower and encourage local dynamism and creativity. On the legal and political corridors that the Party and State have built, local Party committees, authorities, the Fatherland Front, and political organizations must promote the people's strength and creativity to find and decide on policies that are appropriate to practical requirements.

From there, the locality must be determined to do it and dare to take responsibility. This will overcome the long-standing limitation of relying on and waiting for the Central Government. If the situation of pushing everything to the Central Government continues, it will not create vitality for the locality.

Therefore, the strong decentralization and delegation of power ideas of the 10th Central Conference is to create new momentum and vitality for the innovation process at the local level.

The locality is the place for implementation and practical action; the central government only creates guidelines, legal corridors, and policy mechanisms. This is a very prominent and correct idea.

In short, it can be said that although the 10th Central Conference was short in time, it discussed many things, and I am very pleased that there were many new ideas, policies, and decisions.

These contents demonstrate the inheritance but development of the existing orientations of our Party in 40 years of renovation, directly the ideas of the 13th Congress.

This is a very encouraging sign. We need to prepare very actively and effectively for the Party Congresses at all levels and the 14th National Party Congress.
