Working with universities on training high-quality human resources for science, technology, innovation and digital transformation

Speaking at the meeting, Comrade Pham Van Thep, Member of the Standing Committee of the City Party Committee, Director of the Department of Science and Technology, emphasized the important role of universities in training, research, and development of science and technology, especially the application of scientific and technological research achievements in production and business. Universities are not only places to train high-quality human resources but also centers for research and technology transfer that play a key role in the sustainable socio -economic development of the city in 2025 and the following years.

He emphasized: Universities need to grasp the situation to proactively train and develop high-quality human resources; scientific and technological activities, innovation and digital transformation at universities in the city, strengthen coordination, promote connections between schools - businesses - management agencies to serve the socio-economic development of Hai Phong city in the coming period, contributing to the successful implementation of the targets and tasks of Resolution No. 57-NQ/TW.

At the meeting, representatives of universities including Hai Phong University, Hai Phong University of Medicine and Pharmacy, Hai Duong University, Thanh Dong University, Vietnam Maritime University, Sao Do University, Hai Duong University of Medical Technology, University of Management and Technology presented the advantages and difficulties of their schools.

In recent times, universities have promoted human resource training, linked to the country's and city's training programs with practical needs. Regarding scientific and technological research, innovation and digital transformation, universities have been actively implementing in many fields such as University administration, training and learning, student management... Regarding the implementation of the movement "Hai Phong competes to break through in developing science, technology, innovation and popularizing digital education", schools have actively responded to these movements, with a number of specific activities: Focusing on research orientation in key areas of the city; Organizing scientific conferences at school/national/international levels.

However, in addition to the advantages, the city's universities still face many difficulties: The information technology (IT) infrastructure at the schools is not yet synchronized, some equipment is old and has low performance. It is necessary to invest in more equipment and backup systems; Some software systems are still fragmented and lack synchronization, causing data duplication, making it difficult to deploy, manage and exploit digital platforms. Information security is still limited due to lack of hardware; The team of specialized IT staff is still lacking and thin. The digital skills of a part of staff, lecturers and students are not equal. There is a lack of good experts, especially in the fields of semiconductors, AI, IoT; The mechanism to attract talent is not strong enough to attract high-quality IT personnel; Administrative procedures in the settlement of topics and projects are still complicated...

The schools have proposed that the city should have a mechanism to create favorable conditions such as: Supporting funding for repairing facilities, purchasing machinery and equipment; Policies to attract talents; Supporting qualification improvement (Supporting lecturers to study for postgraduate degrees and improve their professional qualifications); Establishing innovative start-up models; Establishing and supporting funding for the Science and Technology and Innovation Fund at schools to encourage scientific research, innovative start-ups among students; Investing in and expanding the scale of the Science and Technology Development Fund of Hai Phong city; Strengthening the coordination of the Department of Science and Technology with schools in implementing policies and guidelines on science and technology, acting as a bridge between businesses and universities in the city.

Concluding the meeting, comrade Pham Van Thep suggested that the universities continue to promote cooperation, especially in the fields of high-tech research, digital transformation, and development of scientific and technological products that can be directly applied to the city's key industries; Expand the science and technology information network. The Department of Science and Technology is committed to creating favorable conditions for research activities and application of science and technology at universities. The Department of Science and Technology will coordinate with relevant departments and branches to implement policies to support research, development and technology transfer./.
