Faced with many pressures
Reporting at the meeting, Mr. Bui Ngoc Anh - Party Committee Secretary, Director of the Department of Natural Resources and Environment said that in the past time, the Department's Party Committee has strictly and effectively implemented resolutions, programs, plans, especially the resolutions of the Party Congresses at all levels for the 2020 - 2025 term; strictly implemented working regulations, organized planning, arranged and assigned staff, and transferred work positions according to regulations.
In 2023, the Department of Natural Resources and Environment has concretized the policies and documents of the Provincial Administrative Reform Steering Committee, the Provincial People's Committee, the Department of Home Affairs... to effectively carry out the unit's administrative reform tasks.
The sector has simultaneously deployed all administrative procedures (TTHC) on land on the electronic land records transaction management subsystem (iLIS) electronically connected with the provincial administrative procedure settlement information system (Igate) and the Tax Authority in the province; transferred electronic cadastral information to the tax authority in 9/12 districts and is continuing to deploy in the remaining districts.
The Department has also strengthened inspection and examination work; imposed administrative penalties on 15 organizations with a total fine of more than VND 4.25 billion, and proposed to recover nearly VND 693 million from 6 organizations.
Analyzing the current difficulties and problems of the industry, Bui Ngoc Anh said that the management and exploitation of natural resources and environment data is a multi-disciplinary field, performing tasks consistently and synchronously, however, the state management apparatus of the natural resources and environment industry is still thin, and the quality is not up to par with the new situation. The decentralization of authority in many localities is still confusing and the implementation is quite slow, causing great impact on compensation, site clearance, and resettlement arrangements.
Land policies and other fields (investment, forestry, minerals) are not consistent, overlapping, and unclear. There are many different interpretations of the same provisions of legal documents, leading to difficulties in advising on the implementation of land-related documents.
In addition, the implementation of the project to build a land records system and land management database in the province and the project to measure, establish land records, and issue certificates of land use rights for forestry land in 9 mountainous districts in the province is quite large. This task is being implemented very slowly, while localities are confused in bidding.
Mr. Anh said that the current regulations on determining specific land prices are unclear and still qualitative. Many factors greatly affect the results of determining and approving land prices, leading to difficulties in valuation work and legal risks for those participating in determining land prices at projects in the province.
Regarding land records that have been established over time, there are still many problems; land management is not thorough, leading to many difficulties in management in the current period.
Self-reflection, self-correction, self-prevention
Emphasizing that the Department of Natural Resources and Environment is one of the multi-sectoral management units, with the important task of advising the Party Committee and provincial government in socio -economic development and ensuring security and defense, Mr. Tran Xuan Vinh, Vice Chairman of the Provincial People's Council, requested the collective Party Committee of the Department of Natural Resources and Environment and the unit's cadres and party members to clearly define their roles and responsibilities in the work.
"Each party member of the industry needs to regularly update their knowledge to meet the development needs in the new situation. The responsibility for coordination between the industry and other industries also needs to be enhanced, and coordination regulations need to be well applied to advise the Party Executive Committee on important tasks related to the industry's professional activities," said Mr. Tran Xuan Vinh.
Praising the efforts of the Party Committee, departments and staff of the Natural Resources and Environment sector from the province to the grassroots level, Provincial Party Secretary Luong Nguyen Minh Triet commented that the activities of the provincial Natural Resources and Environment sector have achieved many results, but there are also many limitations, spread across many fields.
The Provincial Party Secretary requested that the Party Committee of the Department of Natural Resources and Environment in the coming time should focus on overcoming the difficulties and limitations that were frankly pointed out at the working session. Pointing out 12 major and specific issues in the field of Natural Resources and Environment that need to be resolved soon, the Provincial Party Secretary affirmed that the issues raised were to identify and point out that the responsibility of the sector in the coming time is very heavy, requiring not only the sector but also the entire political system to join hands with the sector to resolve.
"Regarding Party building, the Party Committee of the Department of Natural Resources and Environment must continue to promote the spirit of democratic solidarity within the Party Committee to effectively carry out the assigned tasks. Maintain solidarity and unanimity, mobilize strength to overcome difficulties; strictly implement the Party Committee's working regulations on rules, principles, and living habits from the Party Committee to the Party cell; regularly and continuously inspect and supervise at specific locations.
"Focus on doing well the political and ideological education work as directed by the Provincial Party Committee, especially preventing the disease of fear of responsibility. Political education must be seriously organized; each Party cell and department must sit down and see if there are any signs in their department or Party cell, and must self-examine and self-correct with their Party member attitude and civil servant and public service spirit. We must identify early and correct immediately if we detect signs of degradation, and if there are not yet signs, we must prevent them" - the Provincial Party Committee Secretary emphasized.
Regarding the implementation of political tasks, the Provincial Party Secretary requested the Party Committee of the Department of Natural Resources and Environment to direct the implementation of tasks well, promote the advisory role in proposing the development of resolutions and conclusions of the Provincial Party Committee on the field of Natural Resources and Environment, select key solutions to remove each obstacle and overcome weaknesses. The specific recommendations of the Party Committee of the Department of Natural Resources and Environment and related units at the working session were recorded, summarized and the Standing Committee of the Provincial Party Committee will have directions for resolution in the coming time.
