For the first time, the National Assembly Standing Committee has implemented "re-supervision"

This morning (August 21), the National Assembly Standing Committee (NASC) organized a question-and-answer session on the implementation of the NASC's resolutions on thematic supervision and questioning from the beginning of the 15th National Assembly's term to the end of 2023 in the following areas: Agriculture and rural development; Industry and trade; Culture, sports and tourism.

The question and answer session was connected online with 62 National Assembly delegations in provinces and centrally-run cities.

Speaking at the opening of the question and answer session, National Assembly Chairman Tran Thanh Man emphasized that this is the first time in the term of the 15th National Assembly that the National Assembly Standing Committee has carried out "re-supervision" activities, demonstrating the responsibility of the National Assembly Standing Committee in supervising to the end the implementation of the requests and recommendations of the National Assembly and the National Assembly Standing Committee.

Thereby, comprehensively assessing and clarifying difficulties and obstacles in the implementation process, having solutions to promptly resolve them, further enhancing the responsibility of the agencies under supervision.

At the same time, it also demonstrates the accompaniment of the National Assembly and the National Assembly Standing Committee with the Government in implementing and carrying out the requirements set forth by the National Assembly Standing Committee in resolutions on thematic supervision and questioning.

"The issues and fields that the National Assembly Standing Committee supervises and questions are all important and of great interest to voters and the people," said National Assembly Chairman Tran Thanh Man.

In preparation for the question and answer session this morning, very early (February 2024), the National Assembly Standing Committee issued a plan for relevant agencies to proactively prepare for implementation.

In addition, the Government, the Supreme People's Court, the Supreme People's Procuracy, ministries and branches have actively prepared and sent to the National Assembly deputies 16 reports on various fields. On that basis, the National Assembly agencies and the People's Petition Committee have 8 reports stating specific opinions and assessments on the implementation of each field.

According to the question and answer session program, National Assembly delegates will question 2 groups of issues. The questioning time is 1.5 days.

The first group of issues is related to the following areas: Industry and Trade; Agriculture and Rural Development; Culture, Sports and Tourism.

The second group of issues is related to the fields of Justice; Internal Affairs; Security, order, and social safety; Inspection; Court; Procuracy.

The content of the National Assembly delegate's questioning on issues under the responsibility of an individual shall be directly answered by that individual under the direction of the chair; the person answering the question does not present a report, but may speak on the issue of questioning no more than 5 minutes before the National Assembly delegate begins the questioning.

In addition, each turn has 3 to 5 delegates asking questions, each delegate's question lasts no more than 1 minute; the person being questioned answers for no more than 3 minutes/question content.

During the questioning process, National Assembly deputies have the right to debate with the person answering the question to clarify issues that have been answered but are not satisfactory; the debate time shall not exceed 2 minutes.
