Digital transformation is an inevitable trend; it's something we can't ignore and can't stand aside from. With that in mind, the entire political system in the province has mobilized people and businesses to participate in digital transformation, bringing about breakthroughs. People in rural areas of the province have changed their mindset and are using digital technology to solve everyday problems in their lives.

Spread the story of digital transformation. Mr. Le Van Phuong, Head of Quang Trung village, Hoang Dong commune (Hoang Hoa district), talks about the convenience of buying and selling goods without using cash.

Bringing goods to the online marketplace

“This week, I just closed a few dozen orders for various rattan and bamboo products on Facebook, which is enough income for a whole month compared to traditional sales. Since I started selling my products on Facebook through online groups, I pack and ship orders to various provinces. Some products sell for double the price I paid to wholesalers. I use my smartphone to transfer money for all transactions. Selling on the ‘online marketplace’ has brought me a stable income of over 10 million VND per month,” said Ms. Le Thi Huong from Hoang Thinh commune (Hoang Hoa district).

Seeing us discussing selling goods online, Ms. Nguyen Thi Hang from the same village chimed in: "In the countryside, people are now shifting towards online shopping because they work as factory workers during the day and only have time to browse Zalo and Facebook to shop in the evening. So, besides running a shop selling consumer goods at home, I also take pictures of goods and post them on Zalo and Facebook. Especially when there are promotional programs from companies, I post them on Facebook, and the number of orders increases, resulting in better revenue than before. Now, the local government doesn't need to do much propaganda or campaigning anymore; each citizen who wants to retain customers must innovate their business model and services by applying Industry 4.0 technology, such as buying and selling goods on online marketplaces, making payments via bank accounts, scanning QR codes, clearly listing prices, and shipping goods directly to customers upon request..."

Hearing about Huong and Hang's story of bringing their goods to the "online market," I couldn't help but be surprised. Previously, whenever I returned to my hometown, I saw the women diligently weaving, then loading the goods onto trucks to deliver to collectors in the commune. But now, digital technology has helped them promote and sell their traditional handcrafted rattan and bamboo products to all corners of the country. Even Quoc Dai Craft, a rattan and bamboo export production facility located in Hoang Thinh commune, sells its products on e-commerce platforms and online sales channels to increase sales and reach a wider market.

Access to technology to expand the market for traditional products has changed the lives not only of people in Hoang Thinh commune, but also of people in many localities throughout the province. According to Nguyen Dang Ngoc, Chairman of the People's Committee of Dinh Long commune (Yen Dinh district): “As one of the first localities in the district to build a “smart village”, the commune has established a “Community Digital Technology Team”. The task of the team members is to disseminate information, guide, and support people in using digital technology, applying digital technology to their lives; especially guiding businesses and households to register to participate in e-commerce platforms, open electronic payment accounts; and use digital platforms and technology to promote products... To date, in the commune, the Nam Huong rice cake product of Mr. Trinh Van Nam's family in Tan Ngu 2 village, which has been rated as a 3-star OCOP product, has applied digital technology to promote and introduce its products on social media and the e-commerce platform PostMart.vn. The Nam Huong rice cake product has been traced and assigned a QR code, has its own brand, and is trusted by consumers, leading to increased sales and "The value of the product is increasing."

Improving the quality of life for the people.

Following the Prime Minister's Decision No. 749/QD-TTg dated June 3, 2020, approving the "National Digital Transformation Program until 2025, with orientation to 2030," the People's Committee of Thanh Hoa province issued Decision No. 4216/QD-UBND dated October 6, 2020, on the promulgation of the digital transformation plan in the province until 2025, with orientation to 2030. The goal is to apply information technology to fundamentally and comprehensively innovate the management and operation of the digital government apparatus, the production and business activities of enterprises, and the way people live and work in the digital environment.

The Provincial People's Committee has directed departments, agencies, district-level People's Committees, and commune-level People's Committees to implement a comprehensive range of solutions to promote digital transformation in state agencies, aiming to improve the efficiency of leadership and management, ensure transparency in operations, and better serve the people and businesses. Through this, the business community and citizens are actively participating and collaborating in the digital transformation process.

To date, Thanh Hoa is one of the first localities to implement the connection, sharing, and exchange of electronic documents between the government and businesses. The total number of documents exchanged and processed on the system is 7,744,376 (from December 2021 to December 2023); the rate of digital signatures by agencies reached 98%; the Thanh Hoa Feedback software system has received and processed 1,700 feedback and suggestions from organizations and individuals with a timely processing rate of over 93%; ensuring transparency, speed, saving time and costs, improving the efficiency of management, direction, and operation of Party committees and governments at all levels; and enhancing the effectiveness of services provided to organizations and individuals.

In addition, the fields of healthcare, social welfare, and digital citizenship development have yielded significant results, contributing to building a civilized, modern, and progressive society, and improving the quality of life for the people. Throughout the province, 679 out of 679 medical facilities have implemented the use of chip-embedded citizen identity cards (CCCD) for medical examinations and treatment, replacing health insurance cards; and the information of 3,161,227 health insurance cards has been synchronized with chip-embedded CCCD cards. Cashless payments have been made to 6,821 social welfare beneficiaries and people with meritorious service...

In particular, to enhance labor productivity and the competitiveness of industries, products, businesses, and the province's economy, Thanh Hoa province has supported digital transformation for over 840 newly established businesses; individual business households have participated in e-commerce platforms and used social media platforms (Facebook, YouTube, Zalo) to promote and sell goods. More than 105,000 traceability labels have been affixed; over 854,000 cashless payment accounts have been established for essential services. Support has been provided to 44,174 businesses and production and trading households to list their products on e-commerce platforms voso.vn and portmart.vn; 87,271 agricultural products have been listed, including 187 OCOP products; 114,396 buyer accounts have been created; and a total of 32,877 transactions have been conducted through voso.vn and portmart.vn. The total value of transactions across the two exchanges was 13,570 million VND...

In addition, the province has promoted the development of a digital society and the formation of digital citizens through various solutions such as propaganda, organizing intensive campaigns to encourage and guide officials, civil servants, workers, and the people to obtain chip-embedded citizen identification cards; installing the VNeID software on smart mobile devices for convenience in basic transactions such as medical examinations and treatment using health insurance and social insurance cards; using public services, digital education services, online shopping, cashless payments, etc. It has also perfected digital services on the digital government and smart city platform through multiple communication channels: Thanh Hoa-S Digital Citizen App, Mobifone Smart Travel, VSSiD, VNeID; and the information channel: phanhoi.thanhhoa.gov.vn. The Zalo OA system helps people choose services that suit their needs, such as using online public services, healthcare, education, transportation, real estate information, employment, e-commerce utilities, and the sharing economy, thereby bringing satisfaction to citizens through digital transformation.

It is evident that the benefits of digital transformation not only facilitate the operation of state management agencies but also help bridge geographical distances, providing equal opportunities for citizens to access services, training, and knowledge, leading to a series of significant improvements in quality of life. This aligns with the government's consistent viewpoint of placing citizens and businesses at the center, as the subjects, goals, and driving forces and resources of digital transformation. Digital transformation must enable citizens and businesses to benefit from public services and social amenities more conveniently, quickly, and efficiently, and they themselves will create the resources for development.
