Identifying housing support for disadvantaged groups as one of the important tasks of social security policy, Quang Ninh province has recently directed the Fatherland Front and political and social organizations to coordinate the implementation of many comprehensive solutions, mobilizing the participation of the entire political system and the social community. In particular, the Veterans' Associations at all levels in the province have proactively launched and implemented the "Houses of Comradeship" construction program, creating a positive ripple effect and receiving the consensus and support of officials, members, and benevolent organizations and individuals.

Thanks to contributions from veterans' association members throughout the province, the support of the Provincial Veterans' Business Association, and other organizations and individuals, many houses built with the spirit of camaraderie have been constructed, renovated, and handed over to members in difficult circumstances. These completed projects have helped families stabilize their living conditions, live and work with peace of mind, and gradually improve their quality of life.
The family of war veteran Do Thi Khuong (73 years old, Ha Tu 4 residential area, Ha Tu ward) is one of the cases eligible for housing construction support in 2025. Ms. Khuong is elderly, in poor health, and suffers from a chronic illness; her family's economic situation is difficult, and her children do not have stable jobs, resulting in a severely dilapidated old house that they are unable to repair.
Understanding the situation, the Veterans Association of Ha Tu Ward regularly visited and encouraged the family, while also reporting and proposing to the Provincial Veterans Association for timely consideration and support. Based on the mobilization of social funding sources, Mrs. Khuong's family received support to build a new house. This support not only helped the family stabilize their living situation but also contributed to the goal of eliminating newly emerging temporary and dilapidated houses in the area, clearly demonstrating the responsibility and humanity of the Veterans Association's activities.
According to Ms. Ho Thi Bien, Vice Chairman of the Veterans Association branch in Ha Tu 4 neighborhood, due to the particularly difficult circumstances of Ms. Khuong's family, the construction and repair of her house could not be implemented for many years. The timely support from the Provincial Veterans Association has created conditions for the family to have a new house, receiving the approval and enthusiasm of the members of the branch.
The case of veteran Do Thi Khuong is one of many concrete results from the "Houses of Compassion for Comrades" construction program of the Quang Ninh Veterans Association. According to statistics, from 2022 to the present, veterans associations at all levels throughout the province have built 59 new houses and repaired 11 houses for members in difficult circumstances with a total cost of nearly 4 billion VND. The funding was mainly mobilized from voluntary contributions of veteran officials and members in the province, the support of the Provincial Veterans Business Association, and philanthropists.

The experience gained in mobilizing, organizing, and supervising the implementation of the project continues to be applied by all levels of the Veterans Association throughout the province in carrying out the task, ensuring that the design, material quality, and construction progress are adhered to. Working groups regularly visit and encourage families, promptly reminding them about the proper storage of materials, minimizing losses, and preventing unreasonable expenses. Many veteran members also actively participate in providing labor support, contributing to reducing costs for the families. In 2025, the Provincial Veterans Association supported the construction of new houses for 17 veteran members with a support level of 80 million VND per house. In 2026, the Provincial Veterans Association will direct the Veterans Associations at the commune, ward, and special zone levels to review veteran families facing housing difficulties to mobilize support for construction, ensuring that all veteran members have solid housing.
Along with housing support programs, for many years, the Provincial Veterans Association has consistently identified social welfare work and caring for the lives of members and people in difficult circumstances as a regular and central task. Through practical activities, the association's organization continues to be strengthened and built up from the grassroots; movements and activities are maintained continuously and effectively in the context of implementing the two-tiered local government model and streamlining the organizational structure of political and social organizations.
