Promoting combined strength, maintaining universalization results
At 31 years old, Ms. H'Then (An Phu ward, Gia Lai province) has only been literate for 2 years. Before, she was illiterate and felt self-conscious and embarrassed wherever she went because she could not read or sign her name. In 2024, when there was a literacy class, she immediately registered to attend. Now, knowing how to read and write, she no longer feels embarrassed.
According to information from the People's Committee of Gia Lai province, by 2025, the whole province will have 4/135 communes and wards meeting XMC level 1 standards, 131/135 communes and wards meeting XMC level 2 standards and the whole province meeting XMC level 1 standards.
This result shows the persistent efforts of the government, the education sector and the people in maintaining and consolidating the achievements of universal education, especially in remote areas and ethnic minority areas.
To achieve that result, the Gia Lai Provincial People's Committee has directed all levels and sectors to strengthen propaganda and raise awareness of the significance of XMC in socio-economic development. This work is identified as an important political task of the entire system, not only of the Education sector.
Accordingly, localities, agencies and organizations have closely coordinated with the education sector to effectively implement the goal of universalizing and eliminating illiteracy. Along with that, the province directed to improve the quality of preschool, primary and secondary education, linking universalization with the implementation of the 2018 General Education Program, in order to meet the requirements of fundamental and comprehensive education reform today.
Regarding the work of XMC, localities have a firm grasp of the list of illiterate people and school-age children, and have appropriate solutions to mobilize them to attend classes. Special attention is paid to vulnerable groups such as people with disabilities, women, ethnic minority children, and dropouts. Policies and regimes to support students and teachers are implemented fully and promptly.
Together, spread the spirit of lifelong learning

Along with the efforts of the education sector, community learning centers at the grassroots level have promoted their role in organizing XMC classes suitable to the living conditions of the people, especially in ethnic minority areas, mountainous areas, and sandbank areas. Village elders, village chiefs, and prestigious people in the community actively encourage people to attend classes, contributing to maintaining sustainable literacy results and spreading the spirit of lifelong learning.
According to Mr. Lam Hai Giang, Vice Chairman of Gia Lai Provincial People's Committee, the unit directed the Department of Education and Training to preside over and coordinate with departments, branches, sectors and commune-level authorities to inspect, compile statistics, prepare records of universal education, XMC, conduct self-inspection and report to be recognized as meeting standards. Regular investigation and review work helps the province grasp the current situation and propose measures to improve the quality of universalization in each stage.
In addition to the Education sector, the Department of Home Affairs coordinates with localities to adjust and arrange human resources in educational institutions to meet the requirements of universal education and training. The Department of Culture, Sports and Tourism strengthens propaganda on mass media about the Party and State's policies and guidelines in this field.
Socio-political organizations also play a role: The Vietnam Fatherland Front Committee of the province and the Gia Lai Provincial Youth Union promote propaganda and mobilize union members and school-age youth to attend classes. At the same time, assign union members to support and tutor weak students; mobilize the elderly and those who have not graduated from junior high school to participate in regular education classes.
The Provincial Women's Union encourages its members to send their children to school at the right age and not let them drop out. At the same time, it supports poor families so that children and women can have the conditions to study. The Provincial Association for Promotion of Education coordinates the implementation of education promotion and talent promotion activities, and develops the lifelong learning movement.
At the commune and ward levels, according to Mr. Lam Hai Giang, the People's Committee proactively builds a plan to popularize education and vocational training in accordance with the actual situation. Thereby, it allocates funding for implementation, directs the Department of Culture and Society and schools to coordinate in opening cultural supplementary classes, vocational training classes, and vocational training classes for people. Monitoring and evaluation work is carried out periodically to gain experience and promptly reward groups and individuals who perform well.
Every year, the province organizes a preliminary and final review of the work of universalizing education and training, evaluates the results achieved and proposes solutions for the next stage. Thanks to that, the work of eliminating illiteracy and universalizing education in Gia Lai continues to be firmly maintained, moving towards improving the quality of people's knowledge and promoting sustainable development.
