Practical effectiveness

Urbanization has created opportunities for economic, service, and tourism development in Binh Minh commune, but it has also given rise to many issues related to land management, construction, environmental resources, political security, and social order and safety. This has led to an increase in complaints and petitions, and difficulties in people's lives that need to be addressed promptly.

In 2024, Binh Minh commune organized 83 regular citizen reception sessions and 46 scheduled and unscheduled sessions, focusing on issues related to land disputes, petitions, and complaints concerning the environment. In addition, the commune People's Committee received 37 letters of petition and complaints from citizens regarding problems arising in their daily lives.

Ms. Nguyen Thi Hoa, Chairwoman of the People's Committee of Binh Minh commune, said that although the locality had proactively assigned specialized staff to support and resolve people's issues during the week, many tasks could not be completed. In September 2023, Binh Minh commune launched the "Saturday Listening to the People" model to change the way things are done and improve the quality of service to the people.

Through this model, citizens are encouraged to express their legitimate concerns and aspirations directly to state management agencies; commune leaders are able to listen directly and promptly address requests, building trust among the people.

The model is led by the Chairman of the Commune People's Committee. Every Saturday, the commune leader will take turns presiding over meetings and dialogues with the people, directly addressing legitimate requests at the Commune People's Committee's reception and results delivery department and in residential areas within the commune.

“Over a year of operation, more than 150 opinions and suggestions have been raised through the model. Most suggestions have been satisfactorily resolved. Of these, 30 suggestions fall under the authority of higher levels; the People's Committee of Binh Minh commune has reported them in writing and worked directly with the relevant departments at the district level, and also provided responses to the people on the following Saturdays,” Ms. Hoa informed.

People-oriented model

Mr. Truong Cong Su (Ha Binh village, Binh Minh commune) shared that his family applied for land subdivision but encountered procedural obstacles, so he sought out the "Saturday Listening to the People" model.

Here, Mr. Su was able to explain his difficulties in detail, and the commune officials guided him through the process, making the registration of land subdivision convenient and quick.

"Working with the commune leaders on Saturdays makes me feel less stressed. Our conversations are relaxed, not tense, and conducted in a friendly and approachable manner, making the resolution of issues much easier," Mr. Su said.

To enhance the effectiveness of this model, the People's Committee of Binh Minh commune also established a "Zalo group connecting with citizens and organizations". The group operates by connecting citizens and organizations with problems who register their issues requiring resolution on the Zalo group. From there, the commune proactively categorizes the requests and assigns specialized staff to monitor and address them.

At the same time, announce the specific meeting times to ensure smooth public engagement, avoid wasting the time of those involved, and increase the effectiveness of each meeting with citizens on Saturday.

"In Project No. 23 of the Provincial Party Committee's Standing Committee on replicating exemplary models of 'effective mass mobilization' in the province, the 'Saturday Listening to the People's Voice' model in Binh Minh commune has been selected for replication in the effective mass mobilization movement for the period 2025 - 2030."

"This is not only an honor but also a reminder that we need to constantly explore, innovate, and create in carrying out administrative reform tasks, further enhancing our role and responsibility, and improving the quality of service for the people," said Ms. Nguyen Thi Hoa.
