Provincial leaders meet to resolve difficulties of projects in Gia Lai Tay area

(gialai.gov.vn) - On the afternoon of July 28, the Provincial People's Committee held a direct and online meeting to listen to reports from departments, branches, and localities on urgent projects that need to be resolved in the Gia Lai Tay area.

Comrades: Ho Quoc Dung - Member of the Party Central Committee, Secretary of the Provincial Party Committee; Pham Anh Tuan - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Chau Ngoc Tuan - Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation chaired the meeting at the headquarters of the Provincial People's Committee (Pleiku ward).

Attending the meeting at the main bridge point of the province were comrades: Nguyen Tuan Thanh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; Nguyen Tuan Anh - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee; representatives of leaders of relevant departments, branches and localities. At the meeting, the representative of the Department of Finance reported on the summary of non-budgetary investment projects and public investment projects in Gia Lai province (old). Accordingly, from the beginning of 2006 to June 30, 2025, there were 474 projects approved in principle for investment in the province with a total registered capital of more than 123,554 billion VND. The focus was on the following projects: Housing, trade, services; technical infrastructure of industrial clusters; energy projects, processing industry and agriculture .

Based on the synthesis of the investment attraction situation of projects in the area, the Department of Finance proposed that the Provincial People's Committee direct relevant departments, branches, agencies, units and People's Committees of communes with projects under implementation to actively coordinate and accompany investors in supporting the settlement of administrative procedures related to land, environment, fire prevention and fighting, etc. to speed up the implementation progress and soon put the projects into operation. For projects requiring investor selection, the Department of Finance proposed that the Provincial People's Committee assign the Department of Agriculture and Environment to guide relevant units to fully implement the procedures for organizing land use rights auctions in accordance with the provisions of the Land Law. At the same time, to ensure the effectiveness of investment management, the Department of Finance proposed that the Provincial People's Committee assign the unit in charge to coordinate with relevant agencies to review and carry out procedures to terminate operations for projects that are not implemented in accordance with legal regulations.

At the meeting, representatives of departments, branches and localities also reported specifically on difficulties and obstacles in implementing projects related to: Compensation for site clearance; land acquisition and leasing; land procedures and other legal issues.

Speaking at the meeting, Chairman of the Provincial People's Committee Pham Anh Tuan said that up to now, large projects of a complicated nature, with long backlogs, and related to private investment have basically been resolved.

To fully disburse capital for public investment projects while ensuring requirements, quality and legality, there are many difficulties, especially problems with site clearance. The Chairman of the Provincial People's Committee requested localities to be proactive and flexible in handling the issue; at the same time, focus on reviewing and completing all relevant legal procedures, implementing quickly but ensuring compliance with regulations.

Regarding the disbursement of public investment capital, the Chairman of the Provincial People's Committee requested local leaders and relevant agencies to closely monitor and resolutely implement to ensure progress and plans. Along with that, the Chairman of the Provincial People's Committee also requested Binh Dinh (old) and Gia Lai (old) to review and unify policies, thereby contributing to speeding up the progress of projects.

Concluding the meeting, Secretary of the Provincial Party Committee Ho Quoc Dung emphasized: Our province cannot have a growth rate lower than the national average, so finding solutions to promote growth is a very difficult problem, requiring determination and efforts of the entire political system. The Secretary suggested that it is necessary to first focus on promoting the disbursement of public investment capital, while promptly removing difficulties and obstacles for non-budget investment projects.

Regarding public investment projects in the province, there is still a lot of work to be done, and infrastructure is degraded. Comrade, I suggest that the Provincial People's Committee conduct a thorough review, prioritize resource allocation for truly urgent projects; projects that are not necessary should be temporarily suspended to concentrate resources on key and focused investments.

The Provincial Party Secretary proposed that the Provincial Party Committee and the Provincial People's Committee develop a common policy on compensation and site clearance to submit to the Provincial Party Standing Committee for consideration, with the goal of harmonizing the interests of the State, people and businesses, while creating the most favorable conditions for the people.

The Provincial Party Secretary also said that the province's resources are currently very limited. Therefore, localities need to urgently review clean land funds and surplus housing and land facilities to have auction plans to create revenue for investment. At the same time, it is necessary to accelerate planning work in an optimal direction: fastest, most economical and effectively utilizing existing plans.
