- On July 3, comrade Ho Tien Thieu, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee inspected the implementation of the project to upgrade the section from Km 18 to Km 80 of National Highway 4B in Loc Binh and Dinh Lap districts. Attending the inspection were comrade Dinh Huu Hoc, Vice Chairman of the Provincial People's Council, and leaders of departments and branches.

According to the investor's report, the total length of the project is more than 62.5km, the total investment is nearly 2,300 billion VND from the capital source of the socio -economic recovery and development program. The project has 15 bidding packages, including 2 construction and installation bidding packages: Package No. 7 construction from Km 18 to Km 43; Package No. 8 construction from Km 43 to Km 80. The project completion time is December 31, 2024, the investor is the Department of Transport of Lang Son.

The total land area to be recovered for the road expansion construction is 80.87 hectares. As of early July 2024, Loc Binh and Dinh Lap districts have handed over 39.58 hectares of land, equivalent to 48.9% of the plan. In terms of route length, the road section that has been handed over is 22.72/62.5 km long, reaching 36.3% of the plan; the bridge locations that have been handed over have reached 100% of the planned area.
Regarding the construction and installation work, 2 packages are implementing 11 construction points on the entire route, of which the construction volume of package 7 is 60 billion VND, reaching 6.83% of the plan; in package 8, contractors are implementing camps and digging and embankment construction but have not reported the acceptance of the volume.

During the inspection, representatives of contractors requested the People's Committees of districts to promptly hand over the site, relocate infrastructure works on the route, the area of the earth fill mine, and the dumping site to organize synchronous construction. The investor requested relevant departments to promptly advise the Provincial People's Committee to complete the conversion of forest and rice land use purposes; the districts to soon complete the development of specific land prices to serve site clearance; provide guidance on removing obstacles related to the products of land plot measurements with inconsistent cadastral records...
Regarding the recommendations of contractors and investors, representatives of relevant departments and agencies received and explained immediately at the inspection session and proposed a number of solutions to remove difficulties and obstacles arising during the project implementation process.

In his concluding remarks at the inspection, the Chairman of the Provincial People's Committee highly appreciated the People's Committees of the two districts and the contractors for their drastic implementation of the assigned tasks to speed up the project's progress. The departments and branches have coordinated well with the investor and the districts to remove difficulties and obstacles in the site clearance work.

Regarding the tasks in the coming time, the Chairman of the Provincial People's Committee requested: Regarding the change of forest use purpose, the Department of Agriculture and Rural Development shall complete the dossier by July 5 so that the Provincial People's Committee can report to the Provincial People's Council for appraisal and approval at the mid-year People's Council meeting. Regarding the change of rice land use purpose, the Department of Natural Resources and Environment shall preside over and work with the investor to closely follow the Ministry of Natural Resources and Environment to promote the process of submitting to the Prime Minister for approval. Regarding the construction of specific land prices, the districts shall urgently speed up the progress, and in the immediate future, the districts shall advance funds to develop specific land prices. Regarding the issue of resettlement, the districts shall carefully review each case to ensure the progress of project site clearance, and the Department of Construction shall urgently appraise the resettlement project of Dinh Lap district.
Regarding site clearance for project implementation, he requested: The two districts focus all their efforts on speeding up progress, especially doing a good job of mobilizing people to receive advance funds to hand over the site in advance and move technical infrastructure works on the route.
The investor needs to closely monitor the implementation situation, urge contractors, support districts in site clearance, and ensure traffic safety on the route. At the same time, promptly carry out acceptance of completed volumes to complete payment procedures for disbursement of investment capital and review project procedures and legal documents to ensure strict compliance with legal regulations.
