Urgently amend the criteria for allocating capital for the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas

Deputy Prime Minister Ho Duc Phoc has just commented on the proposal of the Ministry of Finance on the payment of capital for national target programs.

Amending and supplementing Decision No. 39/2021/QD-TTg on principles and criteria for allocating central budget capital for the national target program on socio -economic development in ethnic minority and mountainous areas.

Digital document 5711/VPCP-KTTH dated June 23, 2025 stated: Considering the proposal of the Ministry of Finance in Official Dispatch No. 7247/BTC-DT dated May 27, 2025 on the payment of capital for national target programs, Deputy Prime Minister Ho Duc Phoc requested the Ministry of Ethnic Minorities and Religions to urgently complete and submit to competent authorities before June 25, 2025: Decision of the Prime Minister amending and supplementing Decision No. 39/2021/QD-TTg on principles and criteria for allocating central budget capital for the national target program on socio-economic development in ethnic minority and mountainous areas; Resolution of the Government on continuing to enjoy the policies of the national target program on socio-economic development in ethnic minority and mountainous areas for communes in regions II and III in ethnic minority and mountainous areas recognized by competent authorities as meeting new rural standards.

The Deputy Prime Minister also requested ministries, central and local agencies to clearly identify the reasons for slow disbursement of each specific program and project, especially for public capital sources; promptly guide and remove obstacles and difficulties in the context of organizing and arranging the apparatus of local governments at all levels; transfer capital from slow-disbursing projects to supplement capital for projects with good disbursement and in need of additional capital.
