Nghe An provincial leaders inspect and remove difficulties and obstacles in implementing two-level local government in communes.

On October 28, Comrade Phung Thanh Vinh - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Committee, Head of Working Group No. 4, together with the working delegation inspected, directed, and removed difficulties and obstacles in the implementation of the two-level local government and inspected and urged the implementation of the national target program in the communes of Western Nghe An.

Attending were comrade Pham Van Hoa - Director of Department of Industry and Trade, Deputy Head of Working Group and members of Working Group No. 4.

In Chieu Luu and Huu Kiem communes, the delegation inspected the progress and quality of a number of key projects in the area, including the Xieng Thu bridge construction project (Chieu Luu commune) and the Nam Mo river bridge construction project (Huu Kiem commune). These are projects under the National Target Program for Socio -Economic Development in Ethnic Minority and Mountainous Areas, along with a number of other projects under the National Target Program for Sustainable Poverty Reduction.

Through the inspection, Comrade Phung Thanh Vinh - Vice Chairman of the Provincial People's Committee emphasized that completing projects on schedule and ensuring quality is an extremely important requirement, contributing to improving traffic infrastructure and promoting socio-economic development in the highlands.

It is recommended that Party committees and authorities at all levels strengthen direction and urge contractors to mobilize maximum human resources and means, take advantage of favorable weather conditions to speed up construction progress, and strive to complete the project ahead of schedule.

On the same afternoon, the working group had a working session with the leaders of 12 communes in the old Ky Son district. After listening to the report on the results of the operation of the two-level local government, the advantages, difficulties and recommendations and proposals during the implementation process.

Comrade Phung Thanh Vinh - Vice Chairman of the Provincial People's Committee acknowledged and commended the efforts of the Party Committee, Government and People of the communes in operating the two-level local government in the recent past; at the same time, he shared the difficulties of the localities in the early days of operating the two-level government and regularly having to respond to, prevent natural disasters and overcome the consequences of storms and floods. The team of commune-level cadres worked with a high spirit and responsibility, always striving to grasp the situation, stay close to the people and serve the people.

The Vice Chairman of the Provincial People's Committee emphasized: Initial difficulties are inevitable and need to be resolved step by step and requested the leaders of the communes to continue to strengthen leadership, direct the arrangement and completion of the local organizational apparatus; leaders of the commune-level departments and offices need to strengthen their studies and self-improve their professional qualifications to meet the requirements of the job.

To ensure smooth direction and management, localities need to closely coordinate with departments and branches to promptly remove difficulties and resolve work within their authority. Prioritize the settlement of administrative procedures for people and businesses, avoid backlogs and delays; ensure the organization of the two-level local government apparatus operates stably and smoothly, serving people and businesses better and better, promoting socio-economic development and production and business in the area.

At the same time, request departments, branches and relevant agencies according to their functions and tasks to proactively advise Working Group No. 4 to report to the Provincial People's Committee on solutions to remove difficulties and obstacles in implementing two-level local government.

The Vice Chairman of the Provincial People's Committee especially noted that localities continue to be proactive in natural disaster prevention with the motto "4 on-site, 3 ready".
