The congress took place at the National Convention Center (Hanoi) from October 16 to 18 with the participation of 1,052 official delegates. Of which, the Quang Nam delegation had 17 official delegates and 2 invited delegates.
On the afternoon of October 16, the Congress entered its first working day. Attending the Congress were Politburo member, Party Central Committee Secretary, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien; Party Central Committee member, Head of the Central Committee for Mass Mobilization Mai Van Chinh; Party Central Committee member, Vice President - General Secretary of the Central Committee of the Vietnam Fatherland Front Nguyen Thi Thu Ha and 1,052 official delegates.
With the theme "Solidarity - Democracy - Innovation - Creativity - Development", the 10th National Congress of the Vietnam Fatherland Front has the task of comprehensively assessing the situation and results of implementing the Resolution of the 9th National Congress of the Vietnam Fatherland Front (term 2019 - 2024); setting out the directions, goals and action programs of the Vietnam Fatherland Front in the new term.
On the first working day, the consultative congress elected a 55-member Presidium and a 5-member Secretariat; approved the program and working regulations of the congress; discussed the draft report reviewing the activities of the Central Committee, the Presidium and the Standing Committee of the Central Committee of the Vietnam Fatherland Front, 9th tenure; and discussed the draft amendments and supplements to the Charter of the Vietnam Fatherland Front.
Presenting the draft Report on reviewing the activities of the Central Committee, the Presidium and the Standing Committee of the Central Committee of the Vietnam Fatherland Front, term IX, Vice Chairman of the Central Committee of the Vietnam Fatherland Front Nguyen Huu Dung affirmed: In the 2019 - 2024 term, the Committee, the Presidium and the Standing Committee have proactively followed the Party's guidelines and policies, the State's policies and laws, resolutions and action programs of the Vietnam Fatherland Front; well implemented the operating regulations of the Committee, the Presidium and the Standing Committee of the term IX; inherited and promoted the experience in the activities of previous terms, continued to innovate the content and methods of operation, were flexible and creative in organization and implementation, basically completed the quality and effectiveness of the tasks set out in the Resolution of the 9th National Congress of the Vietnam Fatherland Front and the issues raised in the new situation...
During the past term, the Central Committee of the Vietnam Fatherland Front held 10 conferences to discuss, decide and approve major working policies of the Front system; promulgate and implement programs and resolutions to specify key tasks and implementation solutions to contribute to building the great national unity bloc, mobilizing people of all walks of life to realize socio -economic development goals, ensuring national defense, security and foreign affairs of the country.
The Presidium has organized 20 conferences to review and decide on the implementation of the coordination program, unified action and resolutions of the Committee submitted by the Standing Committee for comments; in which many conclusions, resolutions and important activities have been issued. Typical examples include the issuance of the Call for "All people unite, make efforts to prevent the COVID-19 epidemic"; the launching ceremony of the program "Millions of loving hearts - Thousands of happy homes"; the implementation of the Project to mobilize support for building solidarity houses for poor households in Dien Bien province towards the 70th anniversary of the Dien Bien Phu Victory and the issuance of the Call for support for the program to build solidarity houses for poor households in Dien Bien province; the issuance of the Call for response to the emulation movement of the whole country joining hands to "Eliminate temporary and dilapidated houses in 2025"; timely organize the launching ceremony and issue the Presidium's Appeal to mobilize support for compatriots to overcome the damage caused by storm No. 3 (Yagi)...
Presenting the Proposal to amend and supplement the Charter of the Vietnam Fatherland Front, 10th term, at the Congress, Vice President of the Central Committee of the Vietnam Fatherland Front Truong Thi Ngoc Anh said: The draft Charter basically maintains the structure of the current Charter of the Vietnam Fatherland Front, including Part I, 8 chapters, 37 articles. It is expected to amend and supplement Part I and 6 articles. At the same time, edit and revise the technical text, some words in some articles and clauses regulating the functions and tasks of the Committees, Standing Committees of the Vietnam Fatherland Front Committees at the provincial, district and communal levels to unify and synchronize with the Central level; stipulate forms of discipline... to conform to the principles of organization and operation of the Vietnam Fatherland Front to be consistent with the regulations of the Party, the laws of the State and the Law on the Vietnam Fatherland Front...
Based on the content of the report, delegates focused on discussing the main changes and the necessary reasons for the amendment to gradually adapt the Front's activities to the new era.
