Lao Cai: Announcement of Decisions on organizational arrangement and personnel work

On the afternoon of February 28, 2025, Lao Cai Provincial Party Committee held a conference to announce the decisions of the Standing Committee of Lao Cai Provincial Party Committee on personnel of leaders and managers to serve the arrangement, streamlining of the organizational apparatus and consolidation of a number of agencies and units of Lao Cai province.

At the Conference, the Lao Cai Provincial Party Committee's Organizing Committee announced the decisions of the Party agencies.

Provincial Party Committee leaders presented the decision to establish and appoint leaders of the Provincial Party Committee's Propaganda and Mass Mobilization Department.

Accordingly, Mr. Duong Duc Huy, member of the Standing Committee, Head of the Propaganda Department, was assigned to hold the position of Head of the Propaganda and Mass Mobilization Department of the Provincial Party Committee.

The Provincial Party Committee leaders presented the Decision of the Provincial Party Committee Standing Committee to appoint comrade Hoang Dang Khoa as Deputy Secretary of the Provincial Party Committee; Decision to receive and transfer comrade Dinh Minh Ha

The Standing Committee of Lao Cai Provincial Party Committee appointed Mr. Hoang Dang Khoa, Chairman of Lao Cai City People's Committee, to hold the position of Deputy Secretary of the Party Committee (full-time) of Lao Cai Provincial Party Committee. Director of the Department of Culture, Sports and Tourism Dinh Minh Ha was transferred to hold the position of Chairman of the Provincial Women's Union.

Next, the Director of the Department of Home Affairs announced the decisions to establish, merge and appoint leaders of departments under the Provincial People's Committee.

The Provincial Party Committee leaders presented the Provincial People's Council Resolution to establish the Department of Agriculture and Environment and appoint the Department's leaders.

Accordingly, Mr. Tran Minh Sang, Secretary of Bao Thang District Party Committee, was appointed to the position of Director of the Department of Agriculture and Environment. Mr. Vu Lan, Director of the Department of Natural Resources and Environment, held the position of Deputy Director of the Department of Finance.

Ms. Nguyen Thi Hai Anh, Director of the Department of Labor, War Invalids and Social Affairs, was transferred to hold the position of Director of the Department of Culture, Sports and Tourism.

Mr. Phi Cong Hoan, Director of the Department of Construction, holds the position of Director of the Department of Construction after merging with the Department of Transport.

Comrade Vu Xuan Cuong - Standing Deputy Secretary of the Provincial Party Committee presented the Resolution of the Provincial People's Council to establish the Department of Ethnic Minorities and Religions and appoint the Department's leaders.

Comrade Hoang Giang - Deputy Secretary of the Provincial Party Committee presented the Resolution of the Provincial People's Council to establish the Department of Home Affairs and appoint the Department's leaders.

Comrade Trinh Xuan Truong - Provincial Party Secretary, Chairman of the Provincial People's Committee awarded the Decision on transfer and assignment of work to individuals who did not return to the 07 newly established Departments (Comrade Nguyen Hong Minh from the Department of Labor, War Invalids and Social Affairs to the Department of Health)

Head of the Ethnic Committee Nguyen Xuan Nhan holds the position of Director of the Department of Ethnic Minorities and Religions. Mr. Nguyen Van Minh continues to hold the position of Director of the Department of Home Affairs.

Comrade Vu Xuan Cuong - Standing Deputy Secretary of the Provincial Party Committee presented the Decision to establish the Provincial Construction Investment Project Management Board and appointed the Board's Leaders.

Comrade Hoang Giang - Deputy Secretary of the Provincial Party Committee presented the decision to establish the Provincial Traffic Construction Project Management Board and appoint the Board's leaders.

The conference announced the Decision to establish 02 provincial construction boards on the basis of merging and consolidating provincial construction boards.

Individuals with outstanding achievements in implementing Resolution 18 were awarded Certificates of Merit by the Provincial People's Committee Chairman.

To recognize the contributions during the working process and high sense of responsibility of the comrades who retired early, the Chairman of the Provincial People's Committee awarded Certificates of Merit to the individuals.

Ms. Ly Thi Vinh, Standing Committee Member, Head of the Mass Mobilization Committee, holds the position of Secretary of Bao Thang District Party Committee.

Mr. Nguyen Quoc Huy, Director of the Department of Transport, was appointed to the position of Chairman of the People's Committee of Lao Cai city.

On the same morning, localities in Lao Cai province held a conference to announce the decision of the Provincial Party Standing Committee on personnel work. Ms. Ly Thi Vinh, member of the Standing Committee, Head of the Mass Mobilization Committee, held the position of Secretary of Bao Thang District Party Committee. Mr. Nguyen Quoc Huy, Director of the Department of Transport, was transferred to hold the position of Chairman of Lao Cai City People's Committee. The above decisions take effect from March 1, 2025.

At the Conference, Secretary of the Provincial Party Committee and Chairman of the People's Committee of Lao Cai province Trinh Xuan Truong emphasized: After the conference, agencies and units urgently arrange and consolidate the staff to stabilize the organizational apparatus; do a good job of political and ideological work so that the staff, party members, civil servants and employees in the new agency can work with peace of mind; effectively implement policies to support redundant cadres, civil servants and employees due to the arrangement of the organizational apparatus; urgently develop working regulations and work programs for 2025. Secretary of the Provincial Party Committee and Chairman of the People's Committee of Lao Cai province requested departments and branches to urgently complete the conditions for organizing activities; regularly monitor, review, promptly grasp and remove difficulties and obstacles, ensuring that the new apparatus operates effectively, efficiently and smoothly, without interruption in work; closely coordinate with relevant agencies to promptly handle and remove difficulties and arising problems. Mr. Trinh Xuan Truong also noted that for comrades who have just been mobilized, assigned, or appointed to new positions, it is necessary to quickly grasp the work, promote intelligence, experience, and a high sense of responsibility in their work with high determination, great effort, and drastic action; continue to promote capacity, strengths, and set an example of compliance, solidarity, and unity to lead the organization and unit to operate effectively and successfully complete the proposed programs and plans.

After 7 years of implementing Resolution No. 18 - NQ/TW, dated October 25, 2017 of the 12th Central Executive Committee "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently", Lao Cai has reduced 172 agencies, organizations and units; reduced 170 deputy leaders and managers at all levels; saved about 1,720 billion VND in state budget expenditures. After implementing the Central's policy on summarizing Resolution 18 (from November 2024 to present), the whole province has reduced another 148 agencies, organizations and units; reduced 168 leaders and managers; estimated to save more than 600 billion VND/year./.
