Tourism workers are both lacking and weak.

At the discussion session in the hall, the 17th session of the 18th Nghe An Provincial People's Council, which took place on the morning of December 7, delegates raised many questions about promoting the potential and advantages of Nghe An's tourism industry. In particular, delegates were interested in the quality of human resource training in this field.

According to statistics, by 2023, Nghe An province will have about 9,000 workers (excluding seasonal workers) in the tourism industry. Of which, 3,000 will have university degrees, about 2,800 will have college and intermediate degrees, and about 3,200 will have unskilled and untrained workers.

Compared to 2022, the number of university and post-graduate workers in Nghe An's tourism industry did not increase, the number of intermediate and college workers increased by only 12%, and the number of untrained workers increased by 60%.

Mr. Nguyen Manh Cuong - Director of Nghe An Department of Tourism - admitted that the labor force has not met the development requirements of the industry. "The labor force in the tourism industry is both lacking and weak," Mr. Cuong said.

Sharing the same view, Mr. Bui Van Hung - Deputy Director of the Department of Labor, War Invalids and Social Affairs of Nghe An - said that this locality is lacking labor in the tourism sector.

According to the representative of the Department of Labor, War Invalids and Social Affairs, the Covid-19 pandemic has affected the fluctuations in tourism labor. In addition, tourism activities in Nghe An are irregular, especially in coastal areas, which has affected the income and maintenance of workers' activities.

"The quality of training in the tourism sector has not met the requirements. We are focusing on quantity, but the quality has not met the requirements. In the period of 2021-2023, we trained 8,100 human resources for the tourism industry, but the number of 3-month primary training was 5,600 people, accounting for nearly 70%, meaning that the number of unskilled workers in the tourism sector is larger," Mr. Bui Van Hung informed.

One of the reasons for the shortage of human resources in the tourism industry is that the connection between tourism establishments, the provincial employment service center in recruitment andeducational establishments in vocational training is very limited and difficult.

Mr. Hung cited that currently there are only 10 businesses involved in tourism activities that have signed contracts with Nghe An Tourism Trade School to organize training, retraining and advanced training.

Although Nghe An has a large and young labor force, suitable for the labor needs of the tourism industry. However, workers choose to work abroad or go to the southern provinces, few are willing to commit to the tourism industry.

To improve the quality of tourism labor resources, representatives of the Department of Labor, War Invalids and Social Affairs of Nghe An province requested all levels and sectors to improve propaganda work, especially propaganda for workers, paying attention to career orientation for young workers and high school students.

The Department of Labor is presiding over and coordinating with the Department of Tourism based on the vocational skills development project and the province's employment solution project. In the period of 2030, it is expected to train about 15,000-17,000 people for the tourism industry, and 19,000 people by 2035. The number of trained workers can meet the demand for human resources, and the quality of tourism human resources is also receiving more attention.

"Tourist establishments and accommodation establishments need to pay more attention to coordinating with the Employment Service Center and vocational training institutions to increase recruitment, training and retraining of workers. Workers need to raise awareness and change their mindset towards entering the Nghe An tourism industry," said Mr. Bui Van Hung.
