
Change quality of life
In early 2025, Ms. Cao Nhat Thuong's family in Duc Lap commune received a loan of 50 million VND from the Dak Mil Social Policy Bank Transaction Office from the NS-VSMTNT program. With the loan, she invested in building works such as: water tanks, toilets, bathrooms, etc.
According to Ms. Thuong, her family has 6 members. In addition to the couple, there are also elderly parents and two small children. Previously, due to difficult conditions, her family had to use a water tank and a dilapidated toilet. During the rainy season, the construction was damaged and slippery, causing inconvenience to family members in their daily activities. Moreover, every time they went to work far away, Ms. Thuong and her husband were worried that their parents and children would fall.
In early 2025, through the village's savings and loan group, Ms. Thuong learned about the NS-VSMTNT program loan package. With the Dak Mil Social Policy Bank Transaction Office creating favorable conditions for loans, Ms. Thuong's family invested in building a water tank and clean toilet.

“The preferential interest rate and quick loan procedures are suitable for the family’s economic conditions. Since the new clean water and sanitation project was built, all family activities have become much more convenient. My husband and I feel more secure when our parents and children have a clean place to live,” Ms. Thuong shared.
The family of Ms. Le Thi Huong, Nhan Co commune (Lam Dong) also had access to the NS-VSMTNT program loan package. With the bank loan, plus the money she saved, she invested in a clean water system and a spacious bathroom.
“My family’s clean water and sanitation system had degraded to 80%. My family was very excited to be considered for a loan at the new rate. The loan procedures were simple, the disbursement was quick, and the interest rate was reasonable, so it did not put much pressure on my family to repay the bank loan,” said Ms. Huong.

According to Deputy Director of the Dak Mil Social Policy Bank Transaction Office (under the Lam Dong Provincial Social Policy Bank Branch) Nguyen Thanh Lam, the NS-VSMTNT lending program has now increased the loan amount. The lending subjects have been expanded in the area. This creates more opportunities for people to borrow capital to upgrade and repair more works.
According to Mr. Lam, to help people access this source of capital, the VBSP has coordinated well with local authorities at the grassroots level and mass organizations to widely disseminate it to people. The capital has been deployed quickly from the planning stage to the lending, investment and capital use stages.
Up to now, the Dak Mil Social Policy Bank Transaction Office has had more than 6,976 households borrow capital, with outstanding loans of more than 162 billion VND. Particularly, the loan turnover from the beginning of the year until now is over 43 billion VND, with 1,412 households receiving loans.
Thanks to the loans, many households have built wells, water filters and installed water supply networks. This has contributed to reducing environmental pollution and improving the landscape in rural areas.

Create conditions for more people to borrow capital
According to the Lam Dong Provincial Branch of the Vietnam Bank for Social Policies, the current loan amount for the NS-VSMTNT program is up to 25 million VND/project. The branch has directed its affiliated units to deploy the capital to localities, local associations and unions. The system of savings and loan groups at the grassroots level has widely disseminated to beneficiaries.
The transaction offices of the Social Policy Bank coordinate with local authorities to review people's needs, develop credit plans, and request higher authorities to supplement loan capital. Currently, with the NS-VSMTNT program, the maximum loan amount for one project is 25 million VND (each household can borrow up to 50 million VND/2 projects). The loan interest rate is 9%/year, and the maximum loan term is 5 years.
This is a favorable condition for people to improve the quality of clean water and living conditions, contributing to helping localities successfully implement the criteria for building new rural areas.
According to the Lam Dong Provincial Branch of the Social Policy Bank, thanks to the support of the NS-VSMT loan package, many Lam Dong households have the opportunity to borrow capital to repair and upgrade clean water and toilet facilities. This is a necessary condition, meeting the criteria for quality of living environment.
Lam Dong Social Policy Bank has been coordinating with political and social organizations at all levels to actively promote the policies and contents of the loan program to the general public. The unit guides people through procedures related to documents, loan conditions, beneficiaries, loan amounts, terms, interest rates, etc. so that people can access capital as soon as possible.
In the coming time, the VBSP will strengthen coordination with local authorities to expand the scope of the program. The VBSP will specifically review the subjects of each locality. On this basis, the unit will allocate capital reasonably, contributing to creating opportunities for people to borrow capital. Thereby, many households in remote communes have the conditions to improve water supply and drainage systems, build hygienic toilets, contributing to environmental protection and public health. In addition, the program also promotes people's awareness in maintaining environmental hygiene, improving the quality of life.
With the support of the Vietnam Bank for Social Policies and socio-political organizations, the NS-VSMTNT program has truly become a solid foundation to help rural people gradually stabilize their lives and build their homeland to be more and more spacious and clean.
By July 15, 2025, Lam Dong had 155,497 households accessing NS-VSMTNT capital deployed by the VBSP. The total outstanding debt of the entire branch for this program was VND 3,309 billion.
