According to the National Center for Hydro-Meteorological Forecasting, on July 22, storm No. 3 will make landfall in our country. As of 1:00 p.m. this afternoon, the center of storm No. 3 is about 120km east of the coast of Quang Ninh, about 260km from Hai Phong , about 280km from Hung Yen, and about 310km east-northeast of Ninh Binh.
The strongest wind near the storm center is level 9 (75-88km/h), gusting to level 11, moving in the West Southwest direction at a speed of 10-15km/h.
In the face of the above situation, today (July 21), the Department of Medical Examination and Treatment Management ( Ministry of Health ) sent a document to the Department of Health of provinces and cities in the Northern and Central regions; hospitals under the Ministry of Health in the Northern and Central regions; and heads of health ministries and branches on the implementation of prevention and response to storm No. 3 (storm WIPHA), ensuring medical examination and treatment.
According to forecasts, storm No. 3 is having complex and unpredictable developments with a wide range of influence, causing heavy rain in many localities.

To ensure that medical examination and treatment are not interrupted and that patients are treated promptly and safely, the Department of Medical Examination and Treatment Management requests that the Department of Health of provinces and cities in the storm-affected areas arrange for Department leaders to be on duty 24/7; direct and be responsible for supervising and inspecting affiliated hospitals to be ready to respond to emergency situations before, during and after the storm.
Announce the command hotline number to units and ensure 24/7 communication to promptly direct subordinate units to be ready to participate in rescue when mobilized; receive and process emergency information promptly.
Lower-level hospitals are ready to coordinate with central hospitals in case of need for support, ensuring timeliness and effectiveness.
For hospitals and institutes with beds under the Ministry of Health, provincial and municipal general hospitals must be prepared in terms of human resources, ambulances, equipment, medicine, and consumables for at least 2 mobile emergency teams on duty 24/7, ready to respond to provinces affected by the storm when ordered to mobilize.
Hospitals prepare backup generators and enough fuel to provide emergency and treatment services during storm No. 3.
For hospitals in areas predicted to be affected by the storm, the Department of Medical Examination and Treatment Management requires a plan to proactively evacuate patients, medical equipment, and medicines to solid areas that can withstand the impact of the storm; move seriously ill patients, ventilators, and other emergency resuscitation equipment to higher floors to avoid flooding; apply measures to secure and secure medical equipment, doors, windows, etc. to avoid being displaced by storm winds, causing casualties and secondary damage;
Prepare backup generators and sufficient fuel to maintain power supply for emergency and treatment. Supplement medicine, equipment, and vehicles for emergency treatment of direct or indirect injuries caused by collapses, burials, and respond to situations of high casualties.
At the same time, have plans, medicine, equipment, emergency vehicles and human resources available to set up field emergency stations in high-altitude areas to avoid flooding when necessary.
The Ministry of Health also requested the mobilization of all hospital staff to participate in providing emergency support for mass casualties at hospitals and outside hospitals; classify victims to prioritize emergency care in emergency situations, and classify patients at risk of contracting respiratory and digestive tract infections to avoid further spread of disease in hospitals.
