Permanent Vice President of the Ministry of Natural Resources and Environment Trade Union Vu Thi Mai Lan attended and gave a speech at the Congress.
Attending the Congress were comrade Hoang Van Thuc, Party Secretary, Director of the Department of Environmental Pollution Control; Deputy Directors, and nearly 90 union members representing the Department's grassroots unions.
In the summary report at the Congress, comrade Vo Thinh Hien, Chairman of the Environmental Pollution Control Department Trade Union, said that on February 22, 2023, the Environmental Pollution Control Department Trade Union was established under Decision 29/QD-CDB of the Ministry of Natural Resources and Environment Trade Union. Although it was only recently established and put into operation, the Department Trade Union has implemented many practical and effective trade union activities and achieved many important results, making practical contributions to the implementation of political tasks.
With the function of representing and protecting the legitimate interests of civil servants, public employees and workers in the unit, the Executive Committee of the Department's Trade Union has participated in the development and implementation of policies, regimes and regulations of the State directly related to workers; coordinated with the Executive Committee of the Department's Party Committee and the Ho Chi Minh Communist Youth Union of the Department to synchronously deploy Party - Trade Union - Youth activities effectively and appropriately to actual conditions to create solidarity and consensus in all activities, and to build a strong trade union organization. All trade union activities are discussed and agreed upon by the Executive Committee when deployed, focusing on practical and appropriate activities.
Over the past time, the cultural and sports movements have been maintained and promoted. Activities are integrated into the surface activities and events of the Department. Recently, the Labor Union of the Department of Environmental Pollution Control has coordinated with specialized units in launching an environmental protection movement to celebrate World Environment Day (June 5).
With the theme "Innovation - Democracy - Solidarity and Development", according to comrade Vo Thinh Hien, the Environmental Pollution Control Department's Trade Union has determined the goals and directions for the 2023-2028 term as follows: Continuing to innovate the content and direction of activities, focusing on the grassroots and union members, building a team of civil servants, public employees, and workers with strong political will, good expertise, professionalism, sharpness and dedication to work. Along with that, performing well the representative role, taking care of and protecting the legitimate rights and interests of union members; effectively organizing patriotic emulation movements, developing union members, building union organizations, participating in Party building, and building strong agencies and units.
In particular, all union activities must take the interests of union members as the center, promote the systematic and traditional nature of previous generations, and aim at the goal of developing the Environmental Pollution Control Department to become increasingly stronger.
Through monitoring and directly directing the trade union work of the Department, speaking at the Congress, Comrade Vu Thi Mai Lan, Permanent Vice President of the Trade Union of the Ministry of Natural Resources and Environment, assessed: Despite the change in the new organizational structure, facing difficulties and challenges, the Executive Committee of the Trade Union of the Department of Environmental Pollution Control has deeply recognized the responsibility to accompany the Party Committee and leaders of the Department to overcome many difficulties, innovate the content and methods of operation, attract and gather a large number of cadres, civil servants, public employees and workers; promote the tradition of the General Department of Environment in the past, continue to become the core force in the movement activities of the Trade Union of the Ministry of Natural Resources and Environment.
Promoting the achieved results, in the next term, comrade Vu Thi Mai Lan suggested that the Executive Committee of the Environmental Pollution Control Department's Trade Union need to deeply understand the situation and requirements of the Trade Union's tasks in the new period, in which it is necessary to improve capacity in participating in the development and implementation of policies, strategies, and plans on environmental protection; continue to effectively implement the Law on Environmental Protection 2020; prepare and strongly promote resources to organize state management of solid waste; ...
Along with that , it is necessary to promote and improve the methods of operation to suit new requirements, build and consolidate the Trade Union organization to constantly grow, truly become a socio-political organization, a large mass organization of cadres, civil servants and workers. It is necessary to diversify and be more closely involved in caring for the lives of workers, promptly grasp the aspirations and represent and protect the legitimate and legal rights and interests of workers.
Furthermore, it is necessary to proactively coordinate with the government to launch and organize emulation movements to encourage cadres, civil servants, public employees, and workers to promote their mastery and take the lead in emulation movements; carry out many meaningful activities demonstrating the spirit of patriotic emulation; strive to have many typical and advanced organizations and individuals in expertise, profession, and trade union work. The content and form of organizing emulation movements need to be associated with the implementation of the political tasks of the unit, directing the emulation movement towards the goal of improving productivity - quality - efficiency of work to contribute to the successful completion of the tasks of the agency or unit.
“ The Executive Committee and Standing Committee of the Trade Union of the Department need to develop a work program and plan and select key, central issues associated with the political tasks of the unit to focus on directing implementation; closely coordinate with the government in organizing and implementing the functions and tasks of the trade union organization” – Comrade Vu Thi Mai Lan emphasized.
Speaking at the Congress, on behalf of the Party Committee and the leaders of the Department, Comrade Hoang Van Thuc, Director of the Department of Environmental Pollution Control, said that in a short period of time, despite the dispersed forces and concurrent operations, the Department's Trade Union Executive Committee has successfully completed all aspects of its activities according to the functions of the provisional Executive Committee. In particular, Comrade Hoang Van Thuc highly appreciated the role of the Trade Union Executive Committee in working with the Party Committee and the leaders of the Department to help stabilize ideology, perfect the apparatus, join hands to build collectives and grassroots trade union organizations under its members, and complete many important political tasks.
Agreeing with the direction and tasks for the 2023-2028 term that the Trade Union of the Department has proposed, and at the same time, to promote the role of the Trade Union organization in the new term, comrade Hoang Van Thuc suggested that the Executive Committee of the Trade Union of the Department for the 2023-2028 term should practically care for and look after the legitimate interests of union members, taking the interests of union members as one of the important goals to gather and attract workers to the Trade Union organization. Along with that, focus on training and fostering to improve the capacity, qualifications, mettle, knowledge and skills of Trade Union officials. In particular, all trade union activities focus on the grassroots level, taking the participation of union members as a measure of the quality and effectiveness of activities.
In particular, the Trade Union Executive Committee of the Department needs to take the lead as an exemplary model, build internal solidarity, maintain ethics and a healthy lifestyle, contributing to the excellent implementation of the targets set by the Congress, contributing to building a strong trade union organization, making an important contribution to the overall achievements of the Department, bringing state management of environmental control and environmental protection to a new level, meeting the requirements of the country in the process of promoting industrialization, modernization and international integration.
According to comrade Hoang Van Thuc, the activities of the Department's trade union must become an environment to promote the emulation movement in environmental management and protection; assign the task to the Department's trade union to restart the "Green Echo" art performance; create resources to build mutual support funds, support the care of material and spiritual life for union members, promote a healthy office cultural environment and build solidarity among those working in the field of environmental protection, encourage and motivate cadres and union members to excellently complete assigned tasks.
At the Congress, comrade Hoang Van Thuc also requested union members to uphold the spirit of responsibility and democracy, elect worthy comrades who meet the conditions and standards, have enthusiasm, dare to think, dare to do, dare to stand up to protect the rights and interests of union members and meet the requirements of the tasks to participate in the new term Union Executive Committee.
At the Congress, with high consensus and trust, delegates attending the Congress elected 10 outstanding comrades to join the Executive Committee of the Trade Union of the Department of Environmental Pollution Control for the 2023-2028 term; elected delegates representing the Department's Trade Union to attend the Congress of the Ministry of Natural Resources and Environment Trade Union for the 2023-2028 term.
