This is the key content presented at the State Management Conference for the Second Quarter of 2025 of the Ministry of Science and Technology. The report at the Conference said that in the second quarter of 2025, the Ministry advised and submitted to the Government to issue Resolution No. 71/NQ-CP dated April 1, 2025 amending, supplementing and updating the Government's action program to implement Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation.
Advise the Government and the Prime Minister to issue Decree No. 88/2025/ND-CP dated April 13, 2025 of the Government detailing and guiding the implementation of a number of articles of Resolution No. 193/2025/QH15 on piloting a number of special mechanisms and policies to create breakthroughs in the development of national science and technology, innovation and digital transformation; Decision No. 970/QD-TTg dated May 19, 2025 of the Prime Minister stipulating the responsibilities of heads of state agencies in leading and directing the implementation of tasks on science and technology development, innovation and digital transformation of agencies and organizations...
The conference was held in person and online with all Departments of Science and Technology.
According to the Agenda of the 9th Session of the 15th National Assembly, last May, the Ministry of Science and Technology reported and explained to the National Assembly 05 draft laws, including: (1) Law on Science, Technology and Innovation; (2) Law amending and supplementing a number of articles of the Law on Technical Standards and Regulations; (3) Law amending and supplementing a number of articles of the Law on Product and Goods Quality; (4) Law on Atomic Energy (amended); (5) Law on Digital Technology Industry. The draft laws are being urgently completed and submitted to the National Assembly for consideration and approval in June 2025.
Regarding the implementation of key tasks to implement Resolution No. 57-NQ/TW, the Ministry promulgates under its authority: A set of criteria to assess the level of digital transformation of enterprises; List and plan to deploy national digital platforms, shared digital platforms of industries, fields and regions; Plan for each citizen to have a digital identity, digital means, digital skills and digital accounts, forming digital citizens...
The Ministry also urgently completes policies on collecting, updating, sharing, and exploiting information on science and technology, innovation, and digital transformation; clearly defining the responsibilities of ministries, branches, localities, enterprises, organizations, and related individuals. Provide guidance on the use of digital platforms and shared digital infrastructure appropriate to the three-level government before June 10, 2025 so that localities can promptly complete the review and assessment in June 2025.
Vietnam's innovative startup ecosystem ranked 55th in the world
Providing information on some outstanding results in science and technology, innovation and digital transformation at the local level, a representative of the Ministry's Office said that the rate of enterprises with innovation activities in 2024 will reach 38.8%, an increase of 9.8% compared to 2023. The whole country has 22 technology exchanges. Vietnam's creative startup ecosystem ranks 55th in the world, continuing to maintain its 5th position in ASEAN. The Local Innovation Index (PII) 2025 framework has been issued, including 7 pillars with 52 component indicators (of which localities will provide data and supporting documents for 13 indicators).

Hanoi and Ho Chi Minh City ranked 148th and 110th respectively in the list of Top 1,000 Startup Cities in the World. Da Nang was recognized as one of 12 cities with outstanding global startup ecosystems in 2025.
In the field of digital transformation, the rate of online records nationwide in May 2025, the Ministry block reached 52.74%, the province block reached 14.68%. The overall management platform of Thai Nguyen province (G-ThaiNguyen) and the Cao Bang Digital Citizen platform were built to integrate and share data information of indicators and groups of indicators to serve the direction and administration of the province, to serve the leadership, direction and administration of the Provincial People's Committee, the Chairman of the Provincial People's Committee and agencies, units and localities.
Thanh Hoa has the highest rate of digitizing records and issuing electronic results nationwide; 100% of digitized data is reused. The whole province has 1,897 administrative procedures that have digitized internal business processes and uploaded to the provincial administrative procedure settlement system.
In May 2025, the revenue of the IT sector is estimated at VND 368,201 billion, an increase of 18% over the same period in 2024; the export value of IT industrial products is estimated at VND 380,640 billion, an increase of 40% over the same period in 2024. In the first quarter of 2025, the proportion of digital economy to GDP will reach 18.72%, a growth rate of about 10% over the same period in 2024.
Regarding postal services, revenue in the second quarter of 2025 will reach VND 19,950 billion, up 7.1% over the same period in 2024, and postal output will reach VND 950 million, up 9.1% over the same period in 2024.
The intellectual property sector received 25,099 industrial property registration applications, an increase of 17.7% over the same period in 2024; processed 134,757 applications, an increase of 45% over the same period in 2024; granted 15,627 protection certificates, an increase of 82.6% over the same period in 2024.
Promote the application of digital technology
Concluding the Conference, Minister Nguyen Manh Hung said that the policy of the State and the Ministry of Science and Technology will be to "post-audit" more for the country to develop, accordingly, the Departments of Science and Technology must put all activities in the digital environment for post-audit.

Next, implementing the two-level government model, the number of communes will increase, accordingly, the Departments of Science and Technology will focus on providing digital and IT tools, promoting the application of technology to reduce the workload of officials at the commune level.
"Organizational reform must go hand in hand with administrative innovation and the use of technology. The new style of administration means that some tasks are transferred to higher levels to be done centrally, some tasks are sent to lower levels, and some tasks must be socialized," said the Minister.
The arrangement of the local apparatus will affect the staff of the Departments, so there must be good policies for the staff. Department leaders should pay attention to using new technology, tools, and applications such as AI to innovate, to make the work of the staff easier, and to reduce the burden on the staff.
For department-level staff, the leaders of the Department of Science and Technology boldly appoint, assign tasks, goals and evaluate based on the final results. For specialists, use digital tools to support reducing workload, so that specialists can do more.
Digital technology, including AI, has impacted everything, increasing productivity and reducing the workload for officials. Previously, it took at least 6 months and sometimes up to 1 year to develop a Decree, but now with the support of AI, this can be done in just 1 week. Therefore, local officials who are assigned to write projects, strategies, action programs, and other types of documents should take advantage of and increase the use of AI to serve their work.
The Ministry of Science and Technology has issued guidelines for the use of AI in state agencies. The workload of officials in departments has increased, but using AI has greatly reduced the workload. Department-level officials can spend time guiding the units below to implement their work.
Referring to the policy of continuing to merge administrative units in many localities, the Minister suggested that leaders of the Departments of Science and Technology need to have new awareness, pay attention to resolving the aspirations of cadres, be proactive in work, and in difficult cases, increase inquiries to specialized units and leaders of the Ministry.
Finally, the Minister requested that the Departments of Science and Technology and units under the Ministry pay attention to the development orientations of the industry and fields that the Minister has stated at the Minister's working sessions with the units in the past 3 months, in which the innovative perspectives of the fields of science and technology, innovation and digital transformation are identified. The Departments of Science and Technology and units in the industry must pay attention to the final results of the work, which are revenue generation and growth figures. This is also the result to evaluate the staff, instead of the intermediate results./.
