The “Digital Literacy for All” movement disseminates basic knowledge about digital transformation, equips cadres, union members, and employees with necessary digital knowledge and skills to apply in daily life to grasp, utilize, exploit, and enjoy the achievements of science and technology, innovation, and digital transformation. Four core contents are implemented synchronously, including: Propagating to raise awareness among employees; organizing direct and online classes; competing in self-study of digital skills; integrating the movement into ongoing digital transformation action programs.

In 2025, Thanh Hoa City strives for 100% of full-time trade union officials and 80% of officials, civil servants, public employees, and workers in the public sector to understand and use digital platforms and services; 80% of workers in enterprises to grasp basic knowledge of digital technology , proficiently use smart devices for production; 70% of grassroots trade unions to effectively use digital data systems, connecting with the database of higher-level trade unions and local authorities.

Leaders of Thanh Hoa City Labor Federation presented the Plan to implement the movement "Digital Education for All".

From now until June 2025, Thanh Hoa City will complete training programs according to the national digital skills framework, update online learning materials in many forms: text, video , images, electronic lectures.

In particular, a virtual assistant platform for learning digital skills will be built, applying artificial intelligence (AI) to personalize learning content for each user.

At the conference, the leaders of Thanh Hoa City Labor Federation requested that grassroots unions urgently establish a "Community Digital Technology Group" and deploy the model of "Digital Workers' Family" - where each family has at least one member proficient in using digital platforms, supporting other family members.

Trade unions at all levels are also assigned the task of organizing multi-platform communication activities (website, Zalo, TikTok...), disseminating essential digital skills such as: safe internet access, using email, online payment, exploiting level 3 - 4 public services...

The City Labor Federation will coordinate with businesses to arrange free wifi at canteens, dormitories, workers' cultural corners... to create conditions for workers to study and access technology conveniently and flexibly.

At the conference, more than 200 union officials listened to VNPT Thanh Hoa officials train on skills in applying information technology, artificial intelligence (AI) and digital tools to serve professional work, management and operations.
