Caring for the cause of "nurturing human resources"

Along with the rest of the country, today, September 5th, students of all levels in the city enthusiastically begin the new school year 2025-2026. Compared to previous school years, this year has many new and special features.

First of all, this is the first year that students from preschool to high school nationwide are exempt from tuition fees; every child has the right to an education.

Next, on the eve of the 2025-2026 school year, General Secretary To Lam signed and promulgated Resolution No. 71-NQ/TW of the Politburo on breakthroughs in education and training development; aiming to build a new generation of Vietnamese people with patriotism and national pride, possessing sufficient courage, intelligence, competence, qualifications, and health to meet the requirements of national construction and development.

In Resolution No. 71-NQ/TW, besides stipulating that recurrent expenditure from the budget for education and training must ensure a minimum of 20% of the total state budget expenditure, what makes teachers most delighted is the special and outstanding preferential policy for the teaching staff.

Specifically, the preferential allowance for teachers in preschool and general education institutions will be increased to a minimum of 70% for teachers and a minimum of 30% for staff; and 100% for teachers in particularly difficult areas, border regions, islands, and areas inhabited by ethnic minorities.

With the preferential allowances stipulated above, the living standards of officials, teachers, and staff in educational institutions have changed and improved significantly.

Teachers in lowland areas who have just graduated and receive a salary coefficient of 2.34, with a preferential allowance of 70%, will earn nearly 10 million VND per month. Meanwhile, teachers working in mountainous and island areas, with a 100% allowance, will earn double that amount.

With such a starting salary, teachers can live comfortably with their income, allowing them to focus on their work and dedicate themselves to the noble cause of "nurturing future generations."

On the other hand, the superior incentive mechanism of Resolution No. 71-NQ/TW will attract talented and dedicated individuals to teacher training colleges, contributing to improving the quality of education and training.

The task of "nurturing human resources" has always received special attention from the Party and the State, as this is the resource for social development and the foundation for the country to stand shoulder to shoulder with the world's leading powers.

In Da Nang city, the city government has implemented many outstanding preferential policies and paid special attention to education and training. Notably, the Project for Building, Upgrading, and Expanding Schools in the period 2021-2025 has been implemented vigorously, ensuring the set schedule is met, with a focus on standardization, modernization, and synchronization of school facilities.

Notably, since the 2021-2022 school year, Da Nang has been one of the few localities nationwide to provide 100% tuition fee exemption for students from preschool to high school, aiming to ensure that all students receive the best possible education.

In addition, schools prioritize training in key areas, with students achieving excellent results at the city and national levels, winning numerous high awards in national and international student competitions, and awards in science and technology, etc.

After merging with Quang Nam province, the new city of Da Nang has a significantly expanded school network with 971 public schools and 212 private schools; 21,920 classes with a total of 670,744 students.

In order to strengthen school infrastructure and ensure better learning conditions for students, the city immediately began implementing the construction of boarding schools for primary and secondary levels in border communes and remote areas.

At the same time, organizations and individuals actively provided financial support, teaching equipment, notebooks, pens, etc., to teachers and students in schools, aiming to ensure good learning conditions for ethnic minority students in remote areas.

The Ministry of Education and Training has identified the theme for the 2025-2026 academic year as "Discipline - Creativity - Breakthrough - Development".

Building on the outstanding achievements in teaching and learning over the past years, for the 2025-2026 academic year, the city's education and training sector sets the goal of continuing to innovate and improve the quality of education; ensuring equity in access to quality education for learners; developing a team of teachers and administrators to meet the requirements of educational and training reform; improving the efficiency of state budget utilization and mobilizing investment resources to strengthen infrastructure; promoting the effective application of information technology in teaching and management; thereby expecting many positive developments in the future.
