Due to the impact of storm No. 5 in 2025, causing prolonged heavy rain in Linh Son commune, at 22:00 on August 25, 2025, at Phong Khong hill area, Nguyen Trai village, a large crack appeared with landslides with a length of about 280m, a width of about 0.4m, a height of about 40m, the soil and rocks at the foot of the hill had collapsed into the houses of households; on the hillside, there was a very large volume of soil and rocks at risk of landslides burying the houses of households living at the foot of the hill. Immediately after the incident, Linh Son commune People's Committee organized the emergency evacuation of 16 households/54 people living at the foot of the hill at high risk of being affected by landslides to a safe place. The development of landslides in this area tends to continue to develop in a complex and unpredictable manner, especially when there is rain and floods.

The Chairman of the Provincial People's Committee directed urgent measures to be implemented immediately to ensure safety for people and property as follows:

1. Assign to Linh Son Commune People's Committee:

- Immediately deploy necessary measures to ensure the safety of people and property of households living in areas at risk of landslides. Organize regular monitoring, closely monitor the progress of landslides and promptly report to competent authorities when dangerous situations occur. Organize the setting up of barriers, post warning signs within the landslide area and inform and propagate to people and units in the area to proactively prevent; absolutely do not allow people to enter dangerous areas, especially when there is rain or flood.

- Urgently develop, approve and deploy response plans in accordance with regulations, ensuring safety for people and property according to the "4 on-site" motto; implement appropriate reinforcement measures to limit the development of landslides; provide adequate food, provisions and essential necessities for displaced people.

2. Thanh Hoa Newspaper and Radio - Television Station are responsible for informing and warning about the above emergency situation so that people know and proactively prevent it.

Remedial measures to ensure long-term safety

1. Assign to Linh Son Commune People's Committee:

(1) Conduct a survey and specific assessment of the scope, scale, and extent of landslides and determine appropriate treatment options, report to competent authorities for consideration, decide on funding support for investment and implementation, and ensure long-term stability in accordance with legal regulations. In particular, it is necessary to seek opinions and obtain consensus from the Department of Construction and the Department of Agriculture and Environment on the landslide treatment plan dossier (regarding scale, design solutions, preliminary total investment, etc.);

(2) Send the landslide treatment plan and proposals and recommendations to the Department of Finance for consideration and consultation.

2. Assign the Department of Finance to urgently preside over and coordinate with relevant units to study the dossier of landslide treatment plan and the proposals and recommendations of the People's Committee of Linh Son commune; based on current legal regulations, provide advice and propose to competent authorities to consider and decide on financial support to handle and overcome landslides in the above-mentioned area, and report to the Chairman of the Provincial People's Committee on the implementation results no later than 20 days after receiving the request of the People's Committee of Linh Son commune.

3. The Departments of Construction, Agriculture and Environment, Finance and related units, according to their assigned functions and tasks, are responsible for closely coordinating and specifically guiding the People's Committee of Linh Son commune to organize the implementation of the assigned tasks in Article 2 and Article 3 of this Decision, ensuring compliance with regulations in the fastest time.
